RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY'S 2026-2027 myLOTTERY COLTS GAME CHANGER GIVEAWAY PROMOTION

The State Lottery Commission of Indiana ("Hoosier Lottery" or “Lottery”), hereby promulgates these rules and procedures ("Official Rules") governing the Hoosier Lottery's 2026-2027 myLOTTERY Colts Game Changer Giveaway Promotion ("Promotion”) in accordance with 65 IAC 1-7-4. No purchase necessary to enter or claim prize. A purchase will not increase participant’s chances of winning. Void where prohibited by law. 

A. PURPOSE
The Promotion will be held to support the Lottery's player program (“myLOTTERY”) during the 2026-2027 Indianapolis Colts season by providing myLOTTERY participants the opportunity to win one of twelve Indianapolis Colts and Hoosier Lottery prize packages.

B. PROMOTION PERIOD & DRAWING DESCRIPTION

1. The Promotion period will begin at 12:00 a.m. ET on Friday, August 21, 2026, and the entry deadline will be at 11:59 p.m. ET, Tuesday, September 29, 2026 for the first drawing and at 11:59 p.m. ET Tuesday, October 20, 2026 for the second drawing.
2. Two drawings will be held: 1) The first on or about Thursday, October 1, 2026 to draw winners for eight regular season prize packages for the 2026-2027 season games. This drawing will occur at Lottery offices located at 1302 N. Meridian Street, Indianapolis, IN 46202; 2) the second drawing on or about Thursday, October 22, 2026 to draw one Grand Prize winner who will attend the November 29, 2026 game, and four secondary winners to receive a prize package for one 2027-2028 regular season game. This drawing will occur at Lottery offices located at 1302 N. Meridian Street, Indianapolis, IN 46202. The Grand Prize winner will participate in an on-field promotion at Lucas Oil Stadium, Indianapolis, IN 46225, during the November 29, 2026 game for the chance to win up to $100,000.
3. Winners from the first drawing who win one of the eight regular season prize packages will not be eligible for the second drawing which will occur on or about Thursday, October 22, 2026. 
4. Entries that are not selected and contacted for prizes during the first drawing will remain in the entry pool for the second drawing.
5. The one Grand Prize Winner, or their proxy, for the November 29, 2026 game versus the New York Giants must be present and check in at the predetermined time and location at Lucas Oil Stadium to be eligible for the on-field “myLOTTERY Colts Game Changer Giveaway” promotion and prizes. Proxy representatives are allowed. Any remaining and unused prizes for the on-field promotion will be reused at the discretion of the Lottery.
6. The one selected Grand Prize winner’s guests for the game must be 18 years or older and will not participate in the on-field promotion.

C. PROMOTION & PRIZE DESCRIPTIONS

1. All dates listed within the Official Rules are subject to change based on NFL scheduling.
2. The drawings will be conducted in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following days for the listed prizes:

3. Hoosier Lottery prize pack items awarded will be at the discretion of the Lottery.

D. ELIGIBILITY  

1. This Promotion is open to legal residents of Indiana who are 18 years of age or older at the time of the entry.
2. The Lottery and the Indianapolis Colts, Inc. (“Club”), their respective employees, and officers, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, Brightstar Lottery Indiana LLC, (“Brightstar”).
3. Members, directors, officers, or employees of a major procurement vendor of the Lottery, Brightstar, Club, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
4. No purchase necessary to enter or claim prize. A purchase will not increase participant’s chances of winning. Void where prohibited by law.

E. HOW TO PARTICIPATE  

1. To enter, a participant must sign up for or verify an existing myLOTTERY account.
2. Participants can enter this Promotion by:
   • Scanning the QR code located on Lottery promotional materials (i.e., signage in the Hoosier Lottery Win Zone or the Scout magazine ad at Lucas Oil Stadium) during the predetermined entry dates during the 2026-2027 Colts season.
   • Visiting HoosierLottery.com/Colts to sign in or create or verify a myLOTTERY account.
3. If a player does not have a myLOTTERY account, the player must select “CREATE AN ACCOUNT” to register and complete the myLOTTERY account sign up, which is free.
4. Once the entrant confirms his/her account on the Promotion’s web page, entrant must confirm his/her name, email address, phone number, and date of birth. Entrant’s name must match the name on his/her government-issued ID. 
5. Winner must submit a valid claim form and provide a valid government-issued ID.
6. A participant may only enter once. Duplicate entries will be removed at the time of the drawing.
7. An automated "Thank You" message will notify the player of a completed entry into the Promotion. The "Thank You" message is only evidence that an entry has been received and does not indicate that the entry is valid.
8. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING

• The odds of winning one of the twelve myLOTTERY prizes are dependent upon the total number of entries received.
• Grand Prize participant on-field promotion odds:
  • Round 1 Odds
    • The participant will either win a prize or advance to Round 2.
    • Odds to select both Hoosier Lottery logos (the “Winning Messages”) to advance to Round 2: 1 in 28.
  • Round 2 Odds
    • • Odds to win $100,000: 1 in 5.
      • Odds to win $50,000 and two (2) 2027-2028 Club Level Season Tickets: 2 in 5.
      • Odds to win $25,000 and two (2) 2027-2028 Club Level Season Tickets: 2 in 5.

G. DRAWING, WINNER NOTIFICATION AND CLAIMING OF PRIZE

FIRST DRAWING

1. The first drawing will select the eight winners of game tickets for the 2026- 2027 season. These winners will be selected from among all eligible entries received by using a random number generator from random.org under the supervision of a member of the Lottery Security team.
2. A total of eight alternates will also be selected by using a random number generator from random.org under the supervision of the Lottery Security team, after all eight potential winners for the Drawing have been selected. Alternates will be matched to prizes in a descending order as winners are disqualified or decline the prize.
3. Prize winners will be notified in writing via email and/or phone call using the contact information provided in the winner’s myLOTTERY member account. The prize winners must claim the prize within four business days. After four business days, if the winner fails to complete and return all requested forms and provide proper identification, the winner will automatically forfeit the prize and the next alternate will be contacted using the contact information provided in the winner’s myLOTTERY member account. If all alternates are exhausted, the prize(s) shall be forfeited.
4. An individual who wins and is contacted for one of the first drawing prizes is not eligible for the Grand Prize. Alternates not contacted for one of these prizes remain eligible for the Grand Prize.
5. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D (“Eligibility”).
6. Once winner verification and winner authorization are complete, prize will be provided to winner.
7. The Lottery will assign Colts games to each winner. Winners will not have the choice of Colts games to attend. Games will be assigned by soonest game date in relation to date claimed.
8. Indianapolis Colts game and parking tickets will be delivered digitally to a valid email address. Remaining prize pack items will be shipped to the winner.
9. Prizes awarded for the first drawing are transferable, but only transferable to someone 18 years of age or older. 

SECOND DRAWING

1. The second drawing will select five winners (including one Grand Prize Winner). These winners will be selected from among all eligible entries received by using a random number generator from random.org under the supervision of a member of the Lottery Security team and independent auditor. The first winner selection will preliminarily be awarded the Grand Prize; the second, third, fourth, and fifth will be preliminarily awarded the secondary prizes. The secondary prize winners may only be notified and claim after the Grand Prize has been claimed. Winner selections will be matched to prizes in a descending order as winners are disqualified. (E.g., the second drawn entrant will be the first alternate for the Grand Prize, and so on.)
2. A total of eight alternates will also be selected by using a random number generator from random.org under the supervision of the Lottery Security team and independent auditor after all five potential winners for the drawing have been selected. Alternates will be matched to prizes in a descending order as winners are disqualified or decline the prize.
3. The winning entry for the Grand Prize will be notified in writing via email and/or phone call using the contact information provided in the winner’s myLOTTERY member account. Upon notification, the winner must claim the prize within four business days. After four business days, if the winner fails to complete and return all requested forms and provide proper identification, the winner will automatically forfeit the prize and the next winner/alternate will be contacted using the contact information provided in the winner’s myLOTTERY member account.
4. Once the Grand Prize winner has officially claimed, all other Prize Winners will be notified in writing via email and/or phone call using the contact information provided in the winner’s myLOTTERY member account. The prize winners must claim the prize within four business days. After four business days, if the winner fails to complete and return all requested forms and provide proper identification, the winner will automatically forfeit the prize and the next alternate will be contacted using the contact information provided in the winner’s myLOTTERY member account. If all alternates are exhausted, the prize(s) shall be forfeited.
5. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D (“Eligibility”).
6. Once winner verification and winner authorization are complete, prize will be provided to winner.
7. The Lottery will assign Colts games to each winner. Winners will not have the choice of Colts games to attend. Games will be assigned by soonest game date in relation to date claimed.
8. Indianapolis Colts game and parking tickets will be delivered digitally to a valid email address. Remaining prize pack items will be shipped to the winner.
9. $545 for the Grand Prize winner to assist with the offset of taxes will be delivered via check from the Hoosier Lottery in the calendar year of which the prize is awarded. 
10. Prizes awarded for the second drawing are transferable, but only transferable to someone 18 years of age or older.

ON FIELD PROMOTION FOR GRAND PRIZE WINNER

1. The Grand Prize winner may assign a proxy representative 18 years of age or older for the on-field promotion to be held on November 29, 2026.
   • The Hoosier Lottery reserves the right to appoint a proxy(s) to appear and participate in the on-field “myLOTTERY Colts Game Changer Giveaway Promotion” prize for any reason at the Lottery’s sole discretion. 
     • The appointment of any proxy shall not affect the Grand Prize Winner’s other prizes or tax liability. 
     • Any appointed proxy(s) agrees to comply with all rules and procedures set forth in these Official Rules for this Promotion. 
2. The Lottery will award prizes based on the outcome of the on-field promotion.
3. Any remaining prizes shall be reused at the discretion of the Lottery.
4. Hoosier Lottery Security or SCA, a company assisting with the prize funding, will complete pre-steps and prepare for the on-field promotion to occur at Lucas Oil Stadium on November 29, 2026.
5. Once on-field promotion winner verification occurs, the prize will be made available to claim at the Hoosier Lottery office located at 1302 N. Meridian Street, Indianapolis, IN 46202.

ON FIELD PROMOTION SPECIFICS

1. One set of eight large display Cards will be used in the Promotion. Each Card will bear the Indianapolis Colts and Hoosier Lottery logos, and a prize value obscured from view. Two of the eight Cards have obscured prize values and the Hoosier Lottery logo.
2. The eight Cards shall be displayed such that the prize values are completely obscured from view. SCA and Hoosier Lottery shall have the right to have a representative on-site at the time of the Promotion to review the Cards prior to the Promotion and the placement of the Cards.
   1. Prize values on the eight Cards:
      1. $5,000 (with Hoosier Lottery logo)
      2. $5,000 (with Hoosier Lottery logo)
      3. $5,000
      4. $5,000 and $500 Hoosier Lottery Prize Pack
      5. $2,500 and Indianapolis Colts Autographed Item
      6. $2,500 and two (2) 2027-2028 Colts Club Level Season Tickets
      7. $2,500 and two (2) 2027-2028 Colts Club Level Season Tickets
      8. Two (2) 2027-2028 Colts Club Level Season Tickets

3. The Promotion shall consist of no more than two rounds. In the first round (“Round 1”), the one (1) contestant will randomly select exactly two Cards from the set of eight Cards designated for Round 1. The contestant will win the sum of the two Cards selected. If and only if the contestant selects the two Cards with the “Hoosier Lottery” logo (the “Winning Messages”) printed on said Cards under the peel-off surface, thecontestant shall proceed to the second round (“Round 2”) wherein he/she shall select exactly one prize from the set of five prize cards designated for Round 2.
   1. Prize values for the five prize cards:
      1. $100,000
      2. $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets
      3. $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets
      4. $25,000 and two (2) 2027-2028 Colts Club Level Season Tickets
      5. $25,000 and two (2) 2027-2028 Colts Club Level Season Tickets

4. If the contestant proceeds to Round 2, he/she may select no more than one card from the set of five.

1. 1. Awarding of Prize Level $100,000. If (i) a contestant participates in Round 1 of the Promotion, and if (ii) that contestant selects two and only two Cards from the one set of eight Cards, and if those two Cards selected by the contestant contain the Winning Messages (Hoosier Lottery logos) and that contestant moves onto Round 2 where he/she selects the one and only one card containing the Prize Level $100,000 prize amount, the contestant will win $100,000.
   2. Awarding of Prize Level $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets. If (i) a contestant participates in Round 1 of the Promotion, and if (ii) that contestant selects two and only two Cards from the one set of eight Cards, and if those two Cards selected by the contestant contain the Winning Messages (Hoosier Lottery logos) and that contestant moves onto Round 2 where he/she selects one of the two cards containing the Prize Level $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets prize amount, the contestant will win $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets.
   3. Awarding of Prize Level $25,000 and two (2) 2027-2028 Colts Club Level Season Tickets. If (i) a contestant participates in Round 1 of the Promotion, and if (ii) that contestant selects two and only two Cards from the one set of eight Cards, and if those two Cards selected by the contestant contain the Winning Messages (Hoosier Lottery logos) and that contestant moves onto Round 2 where he/she selects one of the two cards containing the Prize Level $25,000 and two (2) 2027-2028 Colts Club Level Season Tickets prize amount, the contestant will win $50,000 and two (2) 2027-2028 Colts Club Level Season Tickets prize amount.

5. The Lottery must ensure that the message on each Card is obscured from view at all times until a given Card is selected.
6. If the message on any Card becomes visible prior to the selection of that Card by the contestant, the SCA security representative shall have the right to halt and immediately institute security procedures for maintaining the fairness of the Promotion.
7. The Lottery must visually record the attempt and such recording must be continuous and must clearly show the contestant selecting two and only two Cards and the message displayed on each Card, and if that contestant selects the two Cards containing the Winning Messages (Hoosier Lottery logos), then the recording must show the same contestant selecting one and only one prize envelope from the set of five cards. Said recording must be submitted to SCA in the event of a claim of one of the top five prizes.
8. If the messages on more than two Cards are revealed, or if more than one Round 2 card is unveiled, then SCA shall incur no liability under this contract.
9. Failure to comply with or disregard of any of the above shall relieve SCA of all liability hereunder and no prize will be awarded.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Hoosier Lottery without advance notice.
2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no prize shall be awarded. None of the Lottery, the Executive Director, Brightstar, or any employee thereof, shall have any liability whatsoever for any such termination.
3. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana.
4. In the event of a dispute arising out of these Official Rules, the player’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, Brightstar, Club, and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery is not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility, or internet access.
7. For all prize levels, the Lottery will determine if the prize winner has an outstanding debt to the state, owes delinquent taxes, or is past due on child support pursuant to IC 4-30-11-11. If a debt is discovered, the finalist will be required to pay the balance prior to the claim deadline. If the finalist does not pay the outstanding debt, the finalist will forfeit the prize and an alternate will be contacted.
8. Federal and state withholding tax will be deposited by the Hoosier Lottery on behalf of a winner when required by the State of Indiana and IRS tax rules. Relevant IRS forms will be provided to winners when required. The Hoosier Lottery advises its customers to consult with a tax professional when preparing taxes. Additional costs, taxes, including state and federal taxes, fees and any expenses associated with the acceptance of a prize are the sole responsibility of the winner, unless otherwise indicated.
9. By entering this Promotion, each entrant agrees to follow these Official Rules and forever releases, discharges, and waives any and all claims, liabilities, and actions of any kind, howsoever caused or arising and whether by negligence, any intentional act or otherwise, that entrant may have or that may arise against the Hoosier Lottery, Brightstar, Club, and each of their respective parents, subsidiaries, affiliates, and related entities, as well as each of the aforementioned parties’ respective associates, directors, officers, owners, shareholders, partners, members, employees, agents, representatives, successors, and assigns (collectively, the “Released Parties”), with respect to or arising directly or indirectly, out of, or in any way connected with, (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. By entering, each entrant further agrees to defend, indemnify, and hold harmless the Released Parties and their insurers against any and all damages, costs, judgments, or expenses (including but not limited to attorneys’ fees or other legal fees) they may incur as a result of claims made against them in connection with either (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion.
10.  The Lottery, Brightstar, and Club will be collecting personal data about Participants online, in accordance with their privacy policies, as posted on https://hoosierlottery.com/privacy- policy, https://privacy.brightstarlottery.com/policies, and https://www.colts.com/footer/privacy- policy. By participating in the Giveaway, Participants consent to the Lottery’s, Brightstar’s, and Club’s collection and use of their personal information and acknowledge that they have read and accepted the Lottery’s, Brightstar’s, and Club’s privacy policies. The prize winners, and their guests, by acceptance of the prize, except where legally prohibited, grant permission for the Lottery, Brightstar, Club, and their designees, to use their names, residential locations, photographs, voices, or other likenesses, and prize information for advertising, trade, and promotional purposes without further compensation, except as an endorsement of any commercial product or enterprise other than the Lottery’s, Brightstar’s, or Club’s, in all media now known, or hereafter discovered, worldwide in perpetuity, without notice, review, or approval.

I. SPONSOR AND ADMINISTRATOR

This Promotion is sponsored and administered by Brightstar Lottery Indiana, LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.
