RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY HOLIDAY HUSTLE GIVEAWAY

The State Lottery Commission of Indiana (“Lottery” or “Hoosier Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the Hoosier Lottery Holiday Hustle Giveaway (“Promotion”), authorized under 65 IAC 1-7-1. This Promotion is open to players who become eligible for participation by complying with these rules and procedures.

A. PURPOSE

The Promotion will be held to promote the Hoosier Lottery’s Holiday Scratch-off and Fast Play games and responsible gifting. 

B. PROMOTION PERIOD

Promotion period will begin on or about 7:00 PM (ET) on Saturday, November 7, 2026, and the Promotion entry deadline will be at 11:59 PM (ET) on Tuesday, December 22, 2026. Each week of the promotion period, there will be a two-day entry period as outlined in C.1. 

C. PROMOTION & PRIZE DESCRIPTIONS

1. The Promotion will be conducted in accordance with all applicable statutes, regulations, and rules and will occur at the following times for the listed Prizes:

D. ELIGIBILITY

1. This Promotion is open to participants who are eighteen (18) years of age or older at the time of entry and must be a myLOTTERY member or create a myLOTTERY account.
2. State Lottery Commission of Indiana members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, Brightstar Lottery Indiana LLC, (“Brightstar”). 
3. Members, directors, officers, or employees of a major procurement vendor of the Hoosier Lottery and/or Brightstar, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.

E. HOW TO PARTICIPATE  

1. Players must have a myLOTTERY account and be logged into their myLOTTERY account on the Hoosier Lottery app or Hoosier Lottery website depending on whether the action is app-based or web-based. 
   1. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the Promotion’s web page or by visiting www.hoosierlottery.com/mylottery to register and complete the myLOTTERY account sign up. 
2. Players will be entered for a chance to win a $1 Scratch-off coupon by completing the weekly action during the designated Promotion period while logged into their myLOTTERY account.

   2. Play the Hoosier Holiday Lights Show digital game at HoosierLottery.com/LightShow. (Wednesday, November 11, 2026 at 7:00 PM [ET] – Thursday, November 12, 2026 at 11:59 PM [ET])
   3. Build a digital playslip in the Hoosier Lottery app. (Saturday, November 21, 2026 at 7:00 PM [ET] – Sunday, November 22, 2026 at 11:59 PM [ET])
   4. Visit the Powerball Xs & Os™ game detail page at hoosierlottery.com/games/draw/powerballxsos/ (Thursday, November 26, 2026 at 7:00 PM [ET] – Friday, November 27, 2026 at 11:59 PM [ET])
   5. Scan a valid Fast Play ticket. (Monday, November 30, 2026 at 7:00 PM [ET] – Tuesday, December 1, 2026 at 11:59 PM [ET])
   6. Answer the Hoosier Lottery Holiday Questionnaire. (Friday, December 11, 2026 at 7:00 PM [ET] – Saturday, December 12, 2026 at 11:59 PM [ET])
   7. Visit Gift Responsibly article at HoosierLottery.com/GiftResponsibly (Tuesday, December 15, 2026 at 7:00 PM [ET] – Wednesday, December 16, 2026 at 11:59 PM [ET])
   8. Scan any Holiday Scratch-off on the Hoosier Lottery app. (Monday, December 21, 2026 at 7:00 PM [ET] – Tuesday, December 22, 2026 at 11:59 PM [ET])
3. The first four hundred (400) myLOTTERY members to complete each action during the promotional timeframes while logged into their myLOTTERY account will receive an email with a $1 Scratch-off coupon.
4. One (1) coupon per myLOTTERY member per promotion period. 
5. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING 

The odds of winning a coupon are dependent upon the number coupons remaining at the time a myLOTTERY member enters the Promotion by completing a Holiday Hustle action.

G. WINNER ANNOUNCEMENT AND CLAIMING OF PRIZE

1. The winners of this Promotion will receive coupon via the email address associated with player’s myLOTTERY account within 24 hours of participating in a Holiday Hustle action per promotional period. 
2. Coupon may be redeemed at any participating Hoosier Lottery retailer. Coupons expire March 31, 2027. 

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice. 
2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, Brightstar, or any employee thereof, shall have any liability whatsoever for any such termination.
3. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana. 
4. In the event of a dispute arising out of these Official Rules, the player’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, Brightstar, and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery is not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. By entering this Promotion, each entrant agrees to follow these Official Rules and to indemnify, hold harmless, and waive any claims against the Hoosier Lottery and any of the affiliates, associates, directors, officers, agents, representatives and assigns of the Hoosier Lottery arising directly or indirectly, out of, or in any way connected with, this Promotion or the prizes awarded in connection therewith.
