RULES AND PROCEDURES GOVERNING THE 2026 HOOSIER LOTTERY HAPPY HOUR PROMOTION AT THE INDIANA STATE FAIR

The State Lottery Commission of Indiana (“Hoosier Lottery” or “Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the 2026 Champions of Play Happy Hour Promotion (“Promotion”) at the Indiana State Fair (“Fair”) in accordance with 65 IAC 1-7-4.

A. PURPOSE

The Promotion will be conducted daily during the Promotional Period offering cash prizes to support Lottery products at the 2026 Fair.

B. PROMOTIONAL PERIOD & DRAWING DATE

The Promotional Period will begin at 5:00 p.m. (ET) on Friday, August 7, 2026, and will end on or about 6:15 p.m. (ET) on Saturday, August 22, 2026. The Fair is closed on Mondays and no drawing will occur on the final day of the Fair, so there will be a total of fourteen (14) Happy Hour programs conducted.
All official drawings will be conducted daily during the Promotional Period (except as described in Section B.1) between 5:00 p.m. (ET) and approximately 6:15 p.m. (ET) at Hoosier Lottery Town located at the Indiana State Fairgrounds, 1202 E. 38th Street, Indianapolis, IN, 46205 under the Hoosier Lottery Grandstand.
During the daily Happy Hour promotional window, three (3) Play Round drawings will occur approximately every fifteen (15) minutes. There will be two (2) winners drawn during each Play Round drawing until two (2) participants meeting the required criteria are selected. After the three rounds, six (6) total participants will be drawn. The final drawing, known as the “Bonus Cash drawing,” will draw one (1) winner for a cash prize. In total, each Happy Hour will have seven (7) prize winners.

4. d. 6:10 - 6:15 p.m. (ET) – Bonus Cash drawing (One (1) winner)
  1. 1. Sales eligible for the Promotion conclude at 5:55 p.m. ET, andvouchers must be entered by 6:00 p.m. (ET) for the final Bonus Cash drawing.
Over the course of the fourteen (14) Happy Hours held during the Promotional Period, there will be a total of ninety-eight (98) possible winners.

C. DRAWINGS, PRIZE DESCRIPTIONS AND PROMOTION

Drawings will be conducted by the Lottery in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following dates and times for the listed prizes:

Grand Prize:

One (1) winner will receive $500 cash prize, four (4) Indianapolis Indians flex game tickets ($64 value) and a Hoosier Lottery Prize Pack ($30 value). Total value: $594

Second Place Prize:

One (1) winner will receive $400 cash prize, four (4) Indianapolis Indians flex game tickets ($64 value) and a Hoosier Lottery Prize Pack ($30 value). Total value: $494

Third Place Prize:

One (1) winner will receive $300 cash prize, four (4) Indianapolis Indians flex game tickets ($64 value) and a Hoosier Lottery Prize Pack ($30 value). Total value: $394

Consolation Prizes:

Three (3) winners will receive $100 cash prize, four (4) Indianapolis Indians flex game tickets ($64 value) and a Hoosier Lottery Prize Pack ($30 value). Total value: $194

Bonus Cash Prize:

One (1) winner will receive $250 cash prize, four (4) Indianapolis Indians flex game tickets ($64 value) and a Hoosier Lottery Prize Pack ($30 value). Total value: $344

2. Promotion:

a. Play Rounds - Triple Prize Wheel General Rules

The Triple Prize Wheel has 36 slots across all three (3) wheels (Green wheel, Blue wheel and Red wheel.) Each slot is assigned a number, 1-36. Placement of numbers is predetermined.
The Player with the final highest number will win the Play Round and proceed to the Championship Round.
The Player that does not advance is eliminated from the game and receives the consolation prize.
The Player will receive up to one (1) spin per wheel only.
The prize wheel must make one (1) full rotation to be a valid spin. If the wheel does not make a full rotation, the Player will be asked to spin again.
When a Player “locks in,” they will not receive any more spins on any of the three (3) wheels and their number is displayed on the score board.

b. Play Rounds - Play Process

1. Player 1 and Player 2 are determined by the order the vouchers are drawn. The first voucher drawn and verified eligible automatically becomes Player 1. Player 1 must be confirmed before the drawing for Player 2 occurs.
2. Player 1 spins the Green wheel (outer wheel).
  1. Player 1 has the choice to:
    1. Keep the number they land on and “lock in”
    2. Forfeit that number and proceed to the next prize wheel
3. The player has fifteen (15) seconds to make their decision.
4. Player 1 and Player 2 alternate turns spinning the Triple Prize Wheel, therefore, Player 1 verbally states their decision to “lock in” or proceed to the next wheel then it is Player 2’s turn to spin.
5. Player 2 spins the Green wheel (outer wheel).
  1. Player 2 has the choice to:
    1. Keep the number they land on and “lock in”
    2. Forfeit that number and proceed to the next prize wheel
6. The Player has fifteen (15) seconds to make their decision.
7. If either Player proceeds to the Blue wheel (middle wheel) they have the choice to:
  1. Keep the number they land on and “lock in”
  2. Forfeit that number and proceed to the final prize wheel
8. The Player has fifteen (15) seconds to make their decision.
9. If either Player proceeds to the Red wheel (inner wheel), the Player receives one (1) spin and the number the wheel stopper lands on is their final number.
10. Play is concluded once both Players “lock in” their numbers or a higher number is achieved by Player 2 after Player 1 “locks in”, therefore the winner is determined, and play does not need to continue.
11. If Player 2 lands on the same number that Player 1 locked in with, Player 2 must proceed to the next wheel.
12. If Players end on the same number on the Red wheel, the Tiebreaker spin-off will occur.
  1. Each Player spins the Green wheel, starting with Player 1. The Player with the highest number wins the Play Round and proceeds to the Championship Round.
  2. If they land on the same number again, they each spin again until the winner is determined.

c. Championship Round

The three (3) winners of Play Rounds 1-3 will participate in the Championship Round to determine the final prizes.
Finalists must be present to participate in order to win a prize.
1. In the instance that a Finalist must leave before the Championship Round, they may select a proxy eighteen (18) years of age or older to participate on their behalf. The official proxy form must be completed.
2. In the instance that a Finalist is not present by the determined call time, they will be ineligible to participate in the Championship Round, and a new winner will be drawnn to participate as a Finalist in the Championship Round.
  1. A new winner will be drawn as stated in Section G and will be verified as in Section D (“Eligibility”).
Each Finalist rolls the numbered game die to determine the order of the prize board selection.
1. The Finalist that rolls the highest number gets first selection of the three (3) prize boards, numbered 1, 2, and 3.
2. The Finalist has ten (10) seconds to make their selection. They stand next to their selected board.
3. The Finalist with the second highest number selects their board and the last Finalist gets the remaining board.
With all three (3) Finalists standing next to their selected boards, the Host will prompt them to peel to reveal their prize. All three (3)Finalists peel the adhesive cover from their board to reveal their final prize.

D. ELIGIBILTY

This Promotion is open to individuals eighteen (18) years of age or older.
State Lottery Commission of Indiana members, employees, and officers, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such member, employee, or officer are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Services Provider, Brightstar Indiana LLC (“Brightstar”).
Members, directors, officers, or employees of a major procurement vendor of the Lottery, Brightstar, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
Purchase is required.

E. HOW TO PARTICIPATE

To enter, a participant must attend the Indiana State Fair and visit the Hoosier Lottery Town booth located under the Hoosier Lottery Grandstand during the Promotional Period.
Participants can enter by validly purchasing $5 Scratch-off products in increments of ten dollars ($10). For every ten dollar ($10) purchase in any combination of $5 Scratch-off tickets, participants will receive a raffle entry ticket to be entered into the Happy Hour drawings. Purchases can be made between 5:00 p.m. (ET) and 5:55 p.m. (ET) each night from a Lottery representative. Vending machine purchases are ineligible for entry.
1. Eligible games include $5 Cash Surge, $5 $100,000 Gold Bar, $5 SPACE INVADERS™ Cash Invasion, and $5 Cash Money.
Participants will receive one (1) Happy Hour raffle entry ticket for each ten dollars ($10) in $5 Scratch-off products purchased. Participants may enter multiple times, but only eligible to win one (1) time throughout the Fair.
Each Happy Hour raffle entry ticket will have a uniquely numbered two (2) part entry with a corresponding number on each portion. The player will keep the participant side of the ticket for validation purposes.
To become a participant the player must place the entry portion into the designated entry/drawing device(s) between 5:00 p.m. (ET) and 6:00 p.m. (ET). Each Happy Hour raffle ticket is counted as one (1) entry in a daily drawing. All entries must be deposited into the designated Happy Hour entry/drawing device(s) in Hoosier Lottery Town at the Fair.
1. Entries submitted 5:00 p.m. (ET) – 5:45 p.m. (ET) are eligible for participation in the Play Rounds and the Bonus Cash drawing.
2. Entries submitted after 5:45 p.m. (ET) drawing are only eligible for the Bonus Cash drawing
Once a raffle entry ticket is drawn, it will not be placed back in the entry/drawing device(s).
All raffle entry tickets deposited in the designated Happy Hour entry/drawing device(s) shall become the property of the Lottery. Other forms of entry other than the Happy Hour raffle entry ticket are ineligible for the drawing and will be disqualified and destroyed.
Unselected raffle entry tickets collected during a drawing day will be held for destruction according to Section H of these Official Rules and will not be eligible during subsequent drawing days.

F. ODDS OF WINNING

The odds of being selected as a winner of this Promotion are dependent upon the total number of entries in the Happy Hour entry/drawing device(s).

G. WINNER NOTIFICATION AND CLAIMING OF PRIZE

Drawn raffle entry ticket numbers will be announced via audio system to the assembled spectators, if any.
Winners must be present to win. Winners must present the participant portion of the matching Happy Hour raffle entry ticket within the allotted time. Winners must provide a required valid photo ID for confirmation of age and to verify no previous participation or wins.
1. Winners who have turned their official ID over to the Indiana State Fair for a scooter rental are eligible to participate in the Promotion. The winner must present identification such as a credit card or library card featuring their full name and prove they are 18+ to participate. The winner will have until 7:00 p.m. ET to return to Hoosier Lottery Town and check in with the Site Supervisor with their official valid ID to collect their winnings. If the winner does not return by 7:00 p.m. ET their prize is forfeited.
Play Round drawings
1. Three (3) drawings will occur with two (2) winners drawn during each Play Round drawing.
2. The first winner is drawn and will have one (1) minute to present the participant portion of the matching Happy Hour raffle entry ticket and provide a required valid ID for confirmation of age and to verify no previous participation or wins. Once verified, winner is named Player 1.
3. The second winner is drawn and will have one (1) minute to present the participant portion of the matching Happy Hour raffle entry ticket and provide a required valid ID for confirmation of age and to verify no previous participation or wins. Once verified, winner is named Player 2.
4. The drawing drum remains closed for entries until both winners are verified and the Play Round begins.
Bonus Cash drawing
1. One (1) drawing will occur at the end of the Championship Round, approximately 6:10 p.m. – 6:15 p.m. (ET)
2. One (1) winner will have thirty (30) seconds to present the participant portion of the matching Happy Hour raffle entry ticket and provide a required valid ID for confirmation of age and to verify no previous participation or wins.
If the winner does not present the participant portion of the drawn raffle entry ticket in the time allotted, the entry will be disqualified, and another raffle entry ticket will be drawn.
1. For Play Round drawings, the winners will have one (1) minute to present the participant portion of the winning raffle entry ticket.
2. For the Bonus Cash drawing, the winner will have thirty (30) seconds to present the participant portion of the winning raffle entry ticket.
3. If the winner does not present the participant side of the winning raffle entry ticket at the designated presentation area within the allotted time after announcement of the winning number, the entry will again be disqualified, and another raffle entry ticket will be selected from the entry/drawing device(s). This process will continue until a winner presents a valid participant side of the selected raffle entry ticket. If one drawing process overlaps with the next scheduled drawing, all steps will continue as plotted in the rules as timely as possible.
4. If no winner is able to present a valid participant side of the selected raffle entry ticket the prize shall be forfeited, and the next scheduled drawing will be conducted.
Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D (“Eligibility”).
Once Winner Verification and Winner Authorization are complete, and the prize value has been determined, the prize will be provided to the winner on-site at Hoosier Lottery Town.
Prizes awarded during the Promotion are not transferable or assignable.
Only one (1) prize per raffle entry ticket. If a raffle entry ticket is selected, but not claimed, the entry will be disqualified and not placed back into the entry/drawing device(s) for any future drawings, if any.
An individual may only win one (1) prize during the entirety of the Promotion. If a person who claims to be a winner does not present a valid ID and/or has already won a prize during the Promotion, the claim will be treated as ineligible and the Lottery will follow the process in item 5 under this Section G of these Official Rules, if time allows. The Lottery Security team and the Drawing Manager will maintain an official log of all winners.
Winner may have to complete the necessary paperwork to claim prize.
A winner may be required to participate in publicity and marketing efforts. Examples include, but are not limited to, an interview with Lottery individuals, television, radio and/or newspaper reporters and/or photographers/videographers. This information may be used in future media, social media, the Lottery’s website, in store POP, or other marketing efforts without additional consent or compensation to the winner.

H. DRAWING PROCEDURES AND WIN ELIGIBILITY

The Site Supervisor will serve as the Drawing Manager and is responsible for coordinating and conducting drawings for the Promotion. The Drawing Manager shall appoint a Drawing Designee (Draw Station Host) for the purpose of drawing entries from the entry/drawing device(s). A Lottery Security representative will assist in conducting the drawing and monitor the entry/drawing device(s) throughout the daily drawings.
The Happy Hour entry/drawing device(s) shall be labeled in a manner indicating that the Happy Hour raffle entry tickets deposited there are for the Happy Hour drawing. Each day of a drawing, the Drawing Manager shall inspect the entry/drawing device(s) prior to placing it out for the public to ensure it is empty.
At the specified drawing times as designated by the Drawing Manager, the entry/drawing device(s) shall be placed in a highly visible location. The Lottery Security representative shall ensure the entry/drawing device(s) is empty prior to entries being submitted. If the entry/drawing device(s) cannot hold all Happy Hour raffle entry tickets for a single drawing, the entries shall be separated into similar amounts and preliminary drawings shall be conducted in conformance with these same procedures. All entries shall be placed into the entry/drawing device(s).
Entries may not be placed into the entry/drawing device(s) while an active drawing is occurring, but entry submission may resume immediately after a selected entry has been claimed and validated.
If technical difficulties occur with the drawing equipment, backup equipment may be used at the discretion of the Drawing Manager and Lottery Security representative.
At the specified draw time a Lottery Security representative will thoroughly mix contents within the entry/drawing device(s).
The Lottery Security representative shall open the entry/drawing device(s), allowing the Drawing Designee to select one (1) entry which is handed to the Lottery Security representative.
The entry is verified by Lottery Security and the Drawing Manager to be an eligible raffle entry ticket.
The verified raffle entry ticket is forwarded to the Draw Station Host who shall announce the selected raffle entry ticket number.
The selected participant shall be verified to be an eligible winner by Lottery Security and the Drawing Manager. To claim a prize, a prospective winner, whose entry was selected to win a prize, must meet all eligibility requirements based upon rules for this Promotion and all other lottery laws and regulations.
An entry will be disqualified for the following reasons:
1. The entry was not entered into the drawing by the date and time designated in the Official Rules.
2. The entry is not the designated official Happy Hour raffle entry ticket.
3. The winner does not step forward within time allowed.
4. The winner does not provide a valid ID, and/or the entry was received from a person not eligible to enter. (Please note the exception listed in G. 2. for winners who have turned their ID over to the Indiana State Fair for a scooter rental.)
5. Any other reason for disqualification contained in Lottery rules, regulations, or state law.
Lottery Security shall maintain all winning entries and drawn disqualified entries with the drawing report and deliver to Security at Lottery Headquarters. Following the final drawing each day, Lottery Security shall remove all remaining entries from the Happy Hour entry/drawing device(s) and place them in a secure container for storage and transportation to Lottery Headquarters in Indianapolis. All unselected entries shall be held for destruction as described in the State Lottery Commission records retention schedule.

I. GENERAL RULES AND PROVISIONS

The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice.
The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no prize shall be awarded. None of the Lottery, the Executive Director, Brightstar or any employee of the Lottery, or Brightstar shall not be liable for any such termination.
In the case of inclement weather or other cause, the Promotion may be suspended or terminated without advance notice at the Drawing Manager’s discretion. The Drawing Manager, the Lottery, Brightstar or any employee of the Lottery, or Brightstar shall not be liable for the delay or termination. If a day’s drawing cannot take place during the times indicated in Sections B, C and E of these Official Rules, the Drawing Manager will determine if the promotion is pushed back or cancelled for that specific day. Should a specific Happy Hour program be cancelled, it will not be made up at a future date and time.
By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Disputes related to this Promotion shall be governed by the laws of Indiana.
The Hoosier Lottery and Brightstar and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction,6. unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
By participating in the Promotion, all participants agree to indemnify, hold harmless, and waive any claims against the Lottery and Brightstar or any of their affiliates, associates, directors, officers, agents, representatives, and assigns arising directly or indirectly, out of, or in any way connected with, this Promotion or the prize awarded in connection therewith.

J. SPONSOR AND ADMINISTRATOR

This Promotion is sponsored and administered by Brightstar Indiana LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.

All of which is EXECUTED and ORDERED this 2nd day of August, 2026.
