RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY'S 2026 PACERS SIGNATURE SERIES GIVEAWAY

The State Lottery Commission of Indiana ("Hoosier Lottery" or “Lottery”), hereby promulgates these rules and procedures ("Official Rules") governing the Hoosier Lottery's 2026 Pacers Signature Series Giveaway ("Promotion”) in accordance with 65 IAC 1-7-4. Void where prohibited.

A. PURPOSE

The Promotion will provide players the opportunity to enter for a chance to win one (1) item autographed by a current or former Indiana Pacers player. Descriptions of the prizes are found below.

B. PROMOTION PERIOD & DRAWING DESCRIPTION 

1. The Promotion period will begin on or about Wednesday, January 14, 2026 at 12:00 AM Eastern Time and the final entry deadline will be Wednesday, March 25, 2026 at 11:59 PM Eastern Time. Each individual entry period will occur on a biweekly basis and will open and close on the same day. Additional entry periods will take place on January 28, 2026, February 11, 2026, February 25, 2026, March 11, 2026 and March 25, 2026. The drawings will be held on or about 2 business days following each entry period deadline.

C. PROMOTION & PRIZE DESCRIPTIONS

1. The Promotion will be conducted in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following day for the listed prizes:

D. ELIGIBILITY

1. This Promotion is open to legal residents of Indiana who are eighteen (18) years of age or older at time of entry.
2. Lottery members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery's Integrated Service Provider, Brightstar Lottery Indiana, LLC, ("Brightstar").
3. Members, directors, officers, or employees of a major procurement vendor of the Lottery and/or Brightstar, and any relative(s) (spouse, parents, siblings, and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
4. Employees and immediate families of employees (spouse, parents, siblings and children) of Pacers Basketball, LLC d/b/a Indiana Pacers and Pacers Sports & Entertainment (“Pacers”), the National Basketball Association and its Teams, NBA Properties, Inc. and each of their respective parents, subsidiaries, affiliates and related entities, as well as each of the aforementioned parties’ respective directors, officers, owners, members, employees and agents are not able to enter or win this Promotion.

E. HOW TO ENTER 

1. Entrants can enter the promotion during the Promotion Period by visiting www.HoosierLottery.com/SignatureSeries and entering a valid name and email address. NO PURCHASE NECESSARY.
2. An entrant may only enter once per entry period. Duplicate entries will be removed at the time of the Drawing.
3. For a selected winner to successfully claim prize, the entrant’s provided name must match the name on his/her government-issued ID. 
4. An automated "Thank You" message will notify the entrant of a completed entry into the Promotion. The "Thank You" message is only evidence that an entry has been received and does not indicate that the entry is valid.
5. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING

1. The odds of winning a prize are dependent upon the total number of entries received in the applicable entry period.

G. DRAWING, WINNER NOTIFICATION AND CLAIMING OF PRIZE

1. The prize winners of each biweekly drawing will be selected from all eligible entries received during the applicable entry period by using a random number generator from random.org under the supervision of a member of the Hoosier Lottery Security team.
2. A total of ten (10) alternates will be selected in sequential order per individual entry period. These alternate winners will also be selected using the random number generator from random.org under the supervision of a member of the Lottery Security team, after all potential winners for each Drawing have been selected. Alternates will be matched to prizes in ascending order as winners are disqualified or decline the prize.
3. The selected winners for this Promotion will be notified via the email provided from the entry and will be asked to provide a name, phone number and address.
4. Upon notification, a winner will have three (3) business days to respond and to claim prize. If a selected Prize winner fails to respond within the designated time, an alternate will be selected. The alternate will have three (3) business days to respond and to claim prize. If all alternates are exhausted, then the prize will be forfeited.
5. Prize winners must provide a valid government ID either in person at any Hoosier Lottery Prize Payment Center (Indianapolis, Evansville, Mishawaka) or via email.
6. Prize may be claimed by mail, but the winner must have an Indiana address.
7. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D outlined above.
8. Physical prizes will be provided in-person if claiming at Hoosier Lottery Headquarters, located at 1302 North Meridian Street, Indianapolis, IN 46202. If claiming elsewhere, the prize will be shipped to winner’s address.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Hoosier Lottery without advance notice.
2. The Lottery's Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director's sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, Brightstar, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. or any employee thereof, shall be liable for such termination.
3. By participating in the Promotion each person agrees to comply with and abide by the laws, rules, and regulations of the State of Indiana as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of the State of Indiana.
4. In the event of a dispute arising out of these Official Rules, the entrant’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, Brightstar, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery, Brightstar, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. and their agents are not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. Except where prohibited by law, in consideration for being permitted to participate in this Promotion and the opportunity to win the prizes offered in this Promotion, each entrant hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of the entrant’s name, likeness, voice, photograph, performance, personal statements and/or biographical information in any and all advertising, promotions and other publicity conducted by Lottery, Brightstar, Pacers and/or the National Basketball Association and its Member Teams, NBA Properties, Inc. and each of their respective parents, subsidiaries, affiliates, agents, licensees, successors and assigns.
8. Additional costs, taxes, including state and federal taxes, fees and any expenses associated with the acceptance of a prize are the sole responsibility of the winner, unless otherwise indicated. 
9. By entering this Promotion, each entrant agrees to follow these Official Rules and forever releases, discharges, and waives any and all claims, liabilities and actions of any kind, howsoever caused or arising and whether by negligence, any intentional act or otherwise, that entrant may have or that may arise against the Hoosier Lottery, Brightstar, Facebook, Instagram, Pacers, the National Basketball Association and its Teams, NBA Properties, Inc. and each of their respective parents, subsidiaries, affiliates, and related entities, as well as each of the aforementioned parties’ respective associates, directors, officers, owners, shareholders, partners, members, employees, agents, representatives, successors and assigns (collectively, the “Released Parties”), with respect to or arising directly or indirectly, out of, or in any way connected with, (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. By entering, each entrant further agrees to defend, indemnify and hold harmless the Released Parties and their insurers against any and all damages, costs, judgments, or expenses (including but not limited to attorneys’ fees or other legal fees) they may incur as a result of claims made against them in connection with either (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. This Promotion is in no way sponsored, endorsed, or administered by, or associated with, Facebook or Instagram.  Entrants understand that they are providing their information to Lottery and/or Brightstar and to Facebook or Instagram.
10. The Lottery and Brightstar will be collecting personal data about entrants online, in accordance with their privacy policies, as posted on https://HoosierLottery.com/privacy-policy and https://privacy.brightstarlottery.com/policies. By participating in the Promotion, entrants consent to the Lottery’s and Brightstar’s collection and use of their personal information and acknowledge that they have read and accepted the Lottery’s and Brightstar’s privacy policies.

This Promotion is sponsored and administered by Brightstar Lottery Indiana, LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.
