RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY'S 2024-2025 MYLOTTERY INDIANA PACERS ULTIMATE FAN EXPERIENCE SWEEPSTAKES

The State Lottery Commission of Indiana ("Hoosier Lottery" or “Lottery”), hereby promulgates these rules and procedures ("Official Rules") governing the Hoosier Lottery's 2024-2025 myLOTTERY Indiana Pacers Ultimate Fan Experience Sweepstakes ("Promotion”) in accordance with 65 IAC 1-7-4. Void where prohibited.

A. PURPOSE

The Promotion will be held to support the Hoosier Lottery's member program (myLOTTERY) by providing myLOTTERY members the opportunity to enter the Promotion for a chance to win one (1) of seven (7) prize packages (one (1) Grand Prize package and six (6) Secondary Prizes). Descriptions of the prizes are found below.

B. PROMOTION PERIOD & DRAWING DESCRIPTION

1. The Promotion period will begin on or about Monday, October 21, 2024 at 12:00 AM Eastern Time and the final entry deadline will be Sunday, December 8, 2024 at 11:59 PM Eastern Time (the “Promotion Period”). There will be one (1) drawing date held on or about Wednesday, December 11, 2024. 

C. PROMOTION & PRIZE DESCRIPTIONS

1. All dates listed within the Official Rules are subject to change based on NBA scheduling.
2. There will be seven (7) total winners as part of this Promotion (one (1) Grand Prize winner and six (6) Secondary Prize winners). Prizes awarded to each winner to be determined by Hoosier Lottery in its sole discretion.
3. The one (1) Grand Prize Winner, or their proxy, for the February 20, 2025, game versus the Memphis Grizzlies must be present and check in at the predetermined time and location at Gainbridge Fieldhouse to be eligible for the on-court “myLOTTERY Indiana Pacers Ultimate Fan Experience” promotion and prizes. Proxy representatives are allowed. Any remaining and unused prizes for the on-court promotion will be reused at the discretion of the Lottery.
4. The Grand Prize winner’s guest for Honorary Team Captain and on-court promotion must be age 18 or older.
5. The Drawing will be conducted in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following day for the listed prizes:

E. HOW TO ENTER  

1. Entrants can enter the promotion during the Promotion Period by visiting www.HoosierLottery.com/Pacers to sign in or create or verify a myLOTTERY account. 
2. Entrants must have a current myLOTTERY account in good standing to enter this Promotion. NO PURCHASE NECESSARY.
3. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the promotion’s web page or at www.HoosierLottery.com/mylottery to register and complete the myLOTTERY account sign up. 
4. Once the entrant confirms their account on the promotion’s web page, entrants must provide their name, email address, phone number, and date of birth. 
5. An entrant may only enter the Promotion once. Duplicate entries will be removed at the time of the Drawing.
6. An automated "Thank You" message will notify the entrant of a completed entry into the Promotion. The "Thank You" message is only evidence that an entry has been received and does not indicate that the entry is valid.
7. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING

• The odds of winning a prize are dependent upon the total number of entries received.
• Grand Prize participant on-court promotion odds:
  • Round 1
    • The participant will win a cash prize or advance to Round 2.
    • Odds to select both Hoosier Lottery logos (the “Winning Messages”) to advance to Round 2, 1 in 45.
  • Round 2
    • Odds to win $250,000 1 in 225.
    • Odds to win $100,000 1 in 225.
    • Odds to win $50,000 1 in 225.
    • Odds to win $25,000 1 in 112.5.

1. Seven (7) total winners will be selected. Winners will be selected from among all entries received by using a random number generator from random.org under the supervision of a member of the Hoosier Lottery Security team and witnessed by an independent accounting firm.
2. Fifteen (15) alternate winners will be selected. These alternate winners will also be selected using the random number generator from random.org under the supervision of a member of the Lottery Security team, after all potential winners for each Drawing have been selected. Alternates will be matched to prizes in descending order as winners are disqualified or decline the prize.
3. The selected winners for this Promotion will be notified via email and phone provided from the participant’s myLOTTERY member account.
4. Grand Prize winner must submit a valid claim form and provide a valid government ID at any Hoosier Lottery Prize Payment Center (Indianapolis, Evansville, Mishawaka).
   • Claim forms may be requested and submitted electronically by using encrypted email if travel to a Hoosier Lottery Prize Payment Center is not feasible during timeframe to claim prize. 
   • Winner will need to provide social security number on claim form.
5. Secondary Prize winners must provide a valid government ID either in person at any Hoosier Lottery Prize Payment Center (Indianapolis, Evansville, Mishawaka) or via encrypted email.
6. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D outlined above.
7. Upon notification, the winner will have four (4) business days to respond and to claim prize. If a selected winner fails to respond within the designated time, an alternate will be selected. The alternate will have four (4) business days to respond and to claim prize. If all alternates are exhausted, then the prize will be forfeited.
8. If the Grand Prize Winner declines or forfeits the prize, the next winner selected will be offered the Grand Prize and so on until the Grand Prize is claimed. Once the Grand Prize is claimed, the remaining winners will be contacted in order as Secondary Prize winners.
9. Physical prizes will be provided in-person if claiming at Hoosier Lottery Headquarters, located at 1302 North Meridian Street, Indianapolis, IN 46202. If claiming elsewhere, the prize will be shipped to winner’s address. Game tickets will be provided electronically. Games will be awarded in chronological order in which they are claimed.

ON-COURT PROMOTION FOR GRAND PRIZE WINNER

ON-COURT PROMOTION SPECIFICS

1. One (1) set of ten (10) large display cards will be used in the on-court promotion. Each card will bear the Indiana Pacers and Hoosier Lottery logos, and a prize value obscured from view. Two (2) of the ten (10) cards have obscured prize values and the Hoosier Lottery logo. 
2. The ten (10) cards shall be displayed such that the prize values are completely obscured from view. SCA and Hoosier Lottery shall have the right to have a representative on-site at the time of the on-court promotion to review the cards prior to the on-court promotion and the placement of the cards. 
   1. Prize values on the ten (10) cards:
      1. $5,000 (with Hoosier Lottery logo)
      2. $5,000 (with Hoosier Lottery logo)

3. The on-court promotion shall consist of no more than two (2) rounds. In the first round (“Round 1”), the one (1) Grand Prize Winner will randomly select exactly two (2) cards from the set of ten (10) cards designated for Round 1. The Grand Prize Winner will win the sum of the two (2) cards selected. If and only if the Grand Prize Winner selects the two cards with the “Hoosier Lottery” logo (the “Winning Messages”) printed on said cards under the peel-off surface, the Grand Prize Winner shall proceed to the second round (“Round 2”) wherein he/she shall select exactly one (1) prize envelope from the set of five (5) prize envelopes designated for Round 2.
   1. Prize values in the five (5) prize envelopes: 
      1. $250,000
      2. $100,000
      3. $50,000
      4. $25,000
      5. $25,000
4. If the Grand Prize Winner proceeds to Round 2, he/she may select no more than one (1) envelope from the set.
   1. Awarding of Prize Level $250,000. If (i) a Grand Prize Winner participates in Round 1 of the on-court promotion, and if (ii) that Grand Prize Winner selects two (2) and only two (2) cards from the one (1) set of ten (10) cards, and if those two (2) cards selected by the Grand Prize Winner contain the Winning Messages (i.e., Hoosier Lottery logos) and that Grand Prize Winner moves onto Round 2 where he/she selects the one (1) and only one (1) envelope containing the prize level $250,000 prize amount, the Grand Prize Winner will win $250,000. 
   2. Awarding of Prize Level $100,000. If (i) a Grand Prize Winner participates in Round 1 of the on-court promotion, and if (ii) that Grand Prize Winner selects two (2) and only two (2) cards from the one (1) set of ten (10) cards, and if those two (2) cards selected by the Grand Prize Winner contain the Winning Messages (i.e., Hoosier Lottery logos) and that Grand Prize Winner moves onto Round 2 where he/she selects the one (1) and only one (1) envelope containing the prize level $100,000 prize amount, the Grand Prize Winner will win $100,000. 
   3. Awarding of Prize Level $50,000. If (i) a Grand Prize Winner participates in Round 1 of the on-court promotion, and if (ii) that Grand Prize Winner selects two (2) and only two (2) cards from the one (1) set of ten (10) cards, and if those two (2) cards selected by the Grand Prize Winner contain the Winning Messages (i.e., Hoosier Lottery logos) and that Grand Prize Winner moves onto Round 2 where he/she selects the one (1) and only one (1) envelope containing the prize level $50,000 prize amount, the Grand Prize Winner will win $50,000. 
   4. Awarding of Prize Level $25,000. If (i) a Grand Prize Winner participates in Round 1 of the on-court promotion, and if (ii) that Grand Prize Winner selects two (2) and only two (2) cards from the one (1) set of ten (10) cards, and if those two (2) cards selected by the Grand Prize Winner contain the Winning Messages (i.e., Hoosier Lottery logos) and that Grand Prize Winner moves onto Round 2 where he/she selects one (1) of the two (2) envelopes containing the prize level $25,000 prize amount, the Grand Prize Winner will win $25,000. 
5. The Lottery must ensure that the message on each card is obscured from view at all times until a given card is selected. 
6. If the message on any card becomes visible prior to the selection of that card by the Grand Prize Winner, the SCA security representative shall have the right to halt and immediately institute security procedures for maintaining the fairness of the on-court promotion. 
7. The Lottery must visually record the attempt and such recording must be continuous and must clearly show the Grand Prize Winner selecting two (2) and only two cards and the message displayed on each card, and if that Grand Prize Winner selects the two (2) cards containing the Winning Messages (i.e., Hoosier Lottery logos), then the recording must show the same Grand Prize Winner selecting one (1) and only one prize envelope from the set of five (5) envelopes. Said recording must be submitted to SCA in the event of a claim of one (1) of the top five (5) prizes.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Hoosier Lottery without advance notice.
2. The Lottery's Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director's sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, IGT, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. or any employee thereof, shall be liable for such termination.
3. By participating in the Promotion each person agrees to comply with and abide by the laws, rules, and regulations of the State of Indiana as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of the State of Indiana.
4. In the event of a dispute arising out of these Official Rules, the entrant’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, IGT, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery, IGT, Pacers, the National Basketball Association and its Member Teams, NBA Properties, Inc. and their agents are not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. Except where prohibited by law, in consideration for being permitted to participate in this Promotion and the opportunity to win the prizes offered in this Promotion, each entrant hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of the entrant’s name, likeness, voice, photograph, performance, personal statements and/or biographical information in any and all advertising, promotions and other publicity conducted by Lottery, IGT, Pacers and/or the National Basketball Association and its Member Teams, NBA Properties, Inc. and each of their respective parents, subsidiaries, affiliates, agents, licensees, successors and assigns.
8. For all prize levels, the Lottery will determine if the prize winner has an outstanding debt to the state, owes delinquent taxes, or is past due on child support pursuant to IC 4-30-11-11. If a debt is discovered, the potential winner will be required to pay the balance prior to the claim deadline. If the potential winner does not pay the outstanding debt, the potential winner will forfeit the prize and an alternate winner will be contacted.
9. Federal and state withholding tax will be deposited by the Hoosier Lottery on behalf of a winner when required by the State of Indiana and IRS tax rules. Relevant IRS forms will be provided to winners when required. The Hoosier Lottery advises its customers to consult with a tax professional when preparing taxes. Additional costs, taxes, including state and federal taxes, fees and any expenses associated with the acceptance of a prize are the sole responsibility of the winner, unless otherwise indicated. 
10. By entering this Promotion, each entrant agrees to follow these Official Rules and forever releases, discharges, and waives any and all claims, liabilities and actions of any kind, howsoever caused or arising and whether by negligence, any intentional act or otherwise, that entrant may have or that may arise against the Hoosier Lottery, IGT, Facebook, Instagram, Pacers, the National Basketball Association and its Teams, NBA Properties, Inc. and each of their respective parents, subsidiaries, affiliates, and related entities, as well as each of the aforementioned parties’ respective associates, directors, officers, owners, shareholders, partners, members, employees, agents, representatives, successors and assigns (collectively, the “Released Parties”), with respect to or arising directly or indirectly, out of, or in any way connected with, (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. By entering, each entrant further agrees to defend, indemnify and hold harmless the Released Parties and their insurers against any and all damages, costs, judgments, or expenses (including but not limited to attorneys’ fees or other legal fees) they may incur as a result of claims made against them in connection with either (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. This Promotion is in no way sponsored, endorsed, or administered by, or associated with, Facebook or Instagram.  Entrants understand that they are providing their information to Lottery and/or IGT and to Facebook or Instagram.
11. The Lottery and IGT will be collecting personal data about entrants online, in accordance with their privacy policies, as posted on https://HoosierLottery.com/privacy-policy and https://www.igt.com/en/privacy-notice. By participating in the Promotion, entrants consent to the Lottery’s and IGT’s collection and use of their personal information and acknowledge that they have read and accepted the Lottery’s and IGT’s privacy policies.
