But why? Minors have a greater risk of developing problem gambling habits than adults, says research from the International Centre for Youth Gambling Problems and High-Risk Behaviors. Plus, it's illegal to sell tickets to those under the age of 18. The Hoosier Lottery is committed to training more than 4,000 retail partners on how to check identification and avoid selling tickets to minors.
