RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY 2026 PROBLEM GAMBLING AWARENESS MONTH PROMOTION

The State Lottery Commission of Indiana (“Lottery” or “Hoosier Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the Hoosier Lottery 2026 Problem Gambling Awareness Month Promotion (“Promotion”), authorized under 65 IAC 1-7-1. This Promotion is open to players who become eligible for participation by complying with these rules and procedures.

A.    PURPOSE

1. The Promotion will be held to educate players and drive participation in Player Health Screening on the Hoosier Lottery website (https://HoosierLottery.com/PlayerHealthScreening) throughout the month of March.

B.    PROMOTION PERIOD

1. Promotion period will begin 12:00 AM (ET) on Sunday, March 1, 2026, and the Promotion entry deadline will be at 11:59 PM (ET) on Tuesday, March 31, 2026.

C.    PROMOTION & PRIZE DESCRIPTIONS

1. The Promotion will be conducted in accordance with all applicable statutes, regulations, and rules and will occur at the following times for the listed Prizes:

D. ELIGIBILITY

1. This Promotion is open to legal residents of Indiana who are eighteen (18) years of age or older at the time of entry.
2. State Lottery Commission of Indiana members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion.  This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, Brightstar Lottery Indiana, LLC, (“Brightstar”). 
3. Members, directors, officers, or employees of a major procurement vendor of the Hoosier Lottery and/or Brightstar, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
4. No purchase necessary. Void where prohibited.

E. HOW TO PARTICIPATE

1. To enter, a participant must visit www.HoosierLottery.com/PlayerHealthScreening, complete the Player Health Screening, click “ENTER NOW,” and confirm myLOTTERY account details or sign up for myLOTTERY, which is free.
2. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the promotion’s web page or at www.HoosierLottery.com/myLOTTERY to register and complete the myLOTTERY account sign up. 
3. Entrants must provide their name, email address, phone number, and date of birth. Entrant’s name must match the name on his/her government-issued ID. 
4. One (1) entry per person. Duplicate entries will be removed at the time of the drawing.
5. An automated “Thank You” message will be displayed to notify the participant of a completed entry into the Promotion. The “Thank You” message notification is only evidence that an entry has been received and does not indicate that the entry is valid.
6. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING

The odds of winning a prize are dependent upon the total number of entrants.

G. DRAWING, WINNER NOTIFICATION AND CLAIMING OF PRIZE

1. The five (5) winners of this Promotion will be selected from among all eligible entries received by using a random number generator from random.org under the supervision of a member of the Lottery Security team. A total of five (5) alternates will be selected for the drawing. 
2. The winning entries for this Promotion will be notified in writing via email and/or phone with the information provided with the entrant's contact information. Winner must claim prize within five (5) business days. After five (5) business days, the prize may be offered to an alternate. If all alternates are exhausted, the prize(s) shall be forfeited. 

3. To claim a prize, winning participants shall be required to provide necessary information, including, but not limited to a valid government ID.

4. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as described in Section D of these Official Rules.
5. Once verification and authorization of the winner are complete, the prize will be provided to the winner. 
6. Prize may be claimed by email or in-person, but the winner must have an Indiana address.
7. Prize may only be awarded to Promotion entrant. 
8. Except where prohibited by law, in consideration for being permitted to participate in this Promotion and the opportunity to win the prizes offered in this Promotion, each entrant hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of the entrant’s name, likeness, voice, photograph, performance, personal statements and/or biographical information in any and all advertising, promotions and other publicity conducted by Lottery and Brightstar.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice. 
2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, Brightstar, or any employee thereof, shall have any liability whatsoever for any such termination.
3. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana. 
4. In the event of a dispute arising out of these Official Rules, the player’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, Brightstar, and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery is not responsible for issues with Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. By entering this Promotion, each entrant agrees to follow these Official Rules and to indemnify, hold harmless, and waive any claims against the Hoosier Lottery and any of the affiliates, associates, directors, officers, agents, representatives and assigns of the Hoosier Lottery arising directly or indirectly, out of, or in any way connected with, this Promotion or the prizes awarded in connection therewith.  
8. The Lottery and Brightstar will be collecting personal data about Participants online, in accordance with their privacy policies, as posted on https://hoosierlottery.com/privacy-policy and https://privacy.brightstarlottery.com/policies. By participating in the Promotion, Participants consent to the Lottery’s and Brightstar’s collection and use of their personal information and acknowledge that they have read and accepted the Lottery’s and Brightstar’s privacy policies. The prize winners, by acceptance of the prize, except where legally prohibited, grant permission for the Lottery and Brightstar and their designees, to use their names, residential locations, photographs, voices, or other likenesses, and prize information for advertising, trade, and promotional purposes without further compensation, except as an endorsement of any commercial product or enterprise other than the Lottery’s, or Brightstar’s in all media now known, or hereafter discovered, worldwide in perpetuity, without notice, review, or approval.

1. This Promotion is sponsored and administered by Brightstar Lottery Indiana, LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.
