RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY COLLECT THE CHEER COUPON GIVEAWAY

The State Lottery Commission of Indiana (“Lottery” or “Hoosier Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the Hoosier Lottery Collect the Cheer Coupon Giveaway (“Promotion”), authorized under 65 IAC 1-7-1. This Promotion is open to players who become eligible for participation by complying with these rules and procedures.

A. PURPOSE

The Promotion will be held to promote the Hoosier Lottery’s Holiday tickets and responsible gifting.

B. PROMOTION PERIOD

Promotion period will begin on or about 12:00 AM (ET) on Tuesday, November 4, 2025, and the Promotion entry deadline will be at 11:59 PM (ET) on Monday, December 29, 2025.

C. PROMOTION & PRIZE DESCRIPTIONS

1. The Promotion will be conducted in accordance with all applicable statutes, regulations, and rules and will occur at the following times for the listed Prizes:

2. Coupon is valid for one (1) $1 Scratch-off or $1 off a Scratch-off of player’s choosing. 

D. ELIGIBILITY

1. This Promotion is open to participants who are eighteen (18) years of age or older at the time of entry and must be a myLOTTERY member or create a myLOTTERY account.
2. State Lottery Commission of Indiana members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, Brightstar Lottery Indiana, LLC, (“Brightstar”).
3. Members, directors, officers, or employees of a major procurement vendor of the Hoosier Lottery and/or Brightstar, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.

E. HOW TO PARTICIPATE  

1. Players must have a myLOTTERY account and be logged into their myLOTTERY account on both the Hoosier Lottery app and Hoosier Lottery website. 
   1. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the Promotion’s web page or by visiting www.hoosierlottery.com/mylottery to register and complete the myLOTTERY account sign up. 
2. Players must complete each of the six (6) Collect the Cheer tasks during the Promotion period while logged into their myLOTTERY account.
   1. Scan any Holiday Scratch-off on the Hoosier Lottery app.
   2. Enter the Holiday 2nd Chance Promotion on the Hoosier Lottery app or website.
   3. Visit the Fast Play “How to Play” page at HoosierLottery.com/games/fast-play/how-to-play.
   4. Take the Gift Responsibly pledge at HoosierLottery.com/Pledge.
   5. Visit the Holiday Games page at HoosierLottery.com/Holiday.
   6. Play the Winter Wonderworks digital game at HoosierLottery.com/Wonderworks.
3. The first one thousand (1,000) myLOTTERY members to complete all six (6) Collect the Cheer tasks during the promotional timeframe while logged into their myLOTTERY account will receive an email with a $1 Scratch-off coupon. 
4. One (1) coupon per myLOTTERY member.

5. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING 

The odds of winning a coupon are dependent upon the number coupons remaining at the time a myLOTTERY member enters the Promotion by completing the Collect the Cheer tasks.

G. WINNER NOTIFICATION AND CLAIMING OF PRIZE

1. The winners of this Promotion will receive coupon via the email address associated with player’s myLOTTERY account within 24 hours of participating in and completing all tasks in Collect the Cheer.
2. Coupon may be redeemed at any participating Hoosier Lottery retailer.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice. 
2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, Brightstar, or any employee thereof, shall have any liability whatsoever for any such termination.
3. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana. 
4. In the event of a dispute arising out of these Official Rules, the player’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, Brightstar, and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery is not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. By entering this Promotion, each entrant agrees to follow these Official Rules and to indemnify, hold harmless, and waive any claims against the Hoosier Lottery and any of the affiliates, associates, directors, officers, agents, representatives and assigns of the Hoosier Lottery arising directly or indirectly, out of, or in any way connected with, this Promotion or the prizes awarded in connection therewith.
