RULES AND PROCEDURES GOVERNING THE 2025 HOOSIER LOTTERY 35th ANNIVERSARY HAPPY HOUR PROMOTION AT THE INDIANA STATE FAIR

The State Lottery Commission of Indiana (“Hoosier Lottery” or “Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the 2025 35th Anniversary Happy Hour Promotion (“Promotion”) at the Indiana State Fair (“Fair”) in accordance with 65 IAC 1-7-4.

A. PURPOSE
The Promotion will be conducted daily during the Promotional Period offering cash prizes to support Lottery products at the 2025 Fair. 

B. PROMOTIONAL PERIOD & DRAWING DATE

  1. The Promotional Period will begin at 5:00 p.m. (ET) on Friday, August 1, 2025, and will end on or about 6:00 p.m. (ET) on Saturday, August 16, 2025. The Fair is closed on Mondays and no drawing will occur on the final day of the Fair, so there will be a total of fourteen (14) Happy Hour programs conducted. 
  2. All official drawings will be conducted daily during the Promotional Period between 5:00 p.m. (ET) and approximately 6:00 p.m. (ET) at Hoosier Lottery Town located at the Indiana State Fairgrounds, 1202 E. 38th Street, Indianapolis, IN, 46205 under the Hoosier Lottery Grandstand. 
  3. During the daily Happy Hour promotional window, drawings will occur approximately every ten (10) minutes until a prize participant meeting the required criteria is selected. Each Happy Hour will have six (6) winners.
    1. 5:10 p.m. (ET)
    2. 5:20 p.m. (ET)
    3. 5:30 p.m. (ET)
    4. 5:40 p.m. (ET)
    5. 5:50 p.m. (ET)
    6. 6:02 p.m. (ET) – Sales conclude at 6:00 p.m. ET, and vouchers must be entered by 6:02 p.m. (ET) for the final drawing.
  4. Over the course of the fourteen (14) Happy Hours held during the Promotional Period, there will be a total of eighty-four (84) possible winners.
C. DRAWINGS AND PRIZE DESCRIPTIONS
      1. Drawings will be conducted by the Lottery in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following dates and times for the listed prizes:

Process: Each day participants, whose raffle entry ticket is randomly drawn from the entry/drawing device, are verified to be eligible.

Each participant will proceed to the 35th Anniversary Birthday Cake. The cake contains three (3) prize tiers and thirty-five (35) candles, numbered 1-35. The player will select one (1) candle from the bottom tier with a chance to win a cash prize or advance to the middle tier or top tier. Cash prize amounts increase on each tier and range from $100-$500.

Prize Description:

Here is the daily cash prize breakout for the 35th Anniversary Birthday Cake with a total of thirty-five (35) prize slots across all three (3) cake tiers:

  • $500 – 6 prizes available
  • $450 – 1 prize available
  • $400 – 3 prizes available
  • $350 – 2 prizes available
  • $300 – 1 prize available
  • $250 – 1 prize available
  • $200 – 3 prizes available
  • $150 – 2 prizes available
  • $100 – 3 prizes available
      1. Process Details:
        1. Phase 1 – The player will select one (1) candle from the BOTTOM TIER of the 35thAnniversary Birthday Cake. The fifteen (15) candles available for selection are numbered 1-15. The selected candle will be removed from the cake and the prize will be revealed from inside the candle. The selected candle is removed from the game for the remainder of the day and cannot be selected again. There are four (4) scenarios that can occur with each BOTTOM TIER candle selection:
          1. If the candle selected reveals a CASH PRIZE, the player will be awarded the cash prize listed and the game is concluded.
          2. If the candle selected reveals a CASH PRIZE OR PICK AGAIN, the player will have the choice to take the cash prize and the game is concluded or forfeit the prize and make a second candle selection. The player will have ten (10) seconds to make their decision. If the player makes a second selection, the prize revealed is their final prize. Players will be allowed a maximum of two (2) candle selections per cake tier. Therefore, if the player selects CASH PRIZE OR PICK AGAIN on their second candle selection, they will automatically be awarded the cash prize, and the game is concluded. 
          3. If the candle selected reveals MIDDLE TIER, the player proceeds to the next phase of the game.
          4. If the candle selected reveals JUMP TO THE TOP TIER, the player proceeds to the final phase of the game.
        2. Phase 2 -  The player will select one (1) candle from the MIDDLE TIER of the 35thAnniversary Birthday Cake. The twelve (12) candles available for selection are numbered 16-27. The selected candle will be removed from the cake and the prize will be revealed from inside the candle. The selected candle is removed from the game for the remainder of the day and cannot be selected again. There are three (3) scenarios that can occur with each MIDDLE TIER candle selection:  
          1. If the candle selected reveals a CASH PRIZE, the player will be awarded the cash prize listed and the game is concluded.
          2. If the candle selected reveals a CASH PRIZE OR PICK AGAIN, the player will have the choice to take the cash prize, and the game is concluded, or forfeit the prize and make a second candle selection. The player will have ten (10) seconds to make their decision. If the player makes a second selection, the prize revealed is their final prize. Players will be allowed a maximum of two (2) candle selections per cake tier. Therefore, if the player selects CASH PRIZE OR PICK AGAIN on their second candle selection, they will automatically be awarded the cash prize, and the game is concluded. 
          3. If the candle selected reveals TOP TIER, the player proceeds to the final phase of the game
        3. Phase 3 – The player will select one (1) candle from the TOP TIER of the 35thAnniversary Birthday Cake. The eight (8) candles available for selection arenumbered 28-35. The selected candle will be removed from the cake and the prizewill be revealed from inside the candle. The selected candle is removed from thegame and cannot be selected again. The cash prize revealed is the player’s finalprize and the game is concluded.
      2. Breakout of Prizes Per Cake Tier:
        1. Before each Happy Hour, Security will assign a prize to each of the thirty-five (35) candles based on the prizes available for each cake tier. One (1) prize scroll will be loaded into each candle, one tier at a time. Security will verify all thirty-five (35) prize scrolls are loaded into the candles that correlate with each cake tier and place each candle in the slot on the appropriate cake tier each day before the Promotion begins.

D. ELIGIBILITY

      1. This Promotion is open to individuals eighteen (18) years of age or older. 
      2. State Lottery Commission of Indiana members, employees, and officers, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such member, employee, or officer are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Services Provider, IGT Indiana, LLC (“IGT”).
      3. Members, directors, officers, or employees of a major procurement vendor of the Lottery, IGT, and any relative(s) (spouse, parents, siblings, and children) or person(s) residing in the same household of such persons are not eligible to participate in this Promotion. 
      4. Purchase is required.

E. HOW TO PARTICIPATE  

      1. To enter, a participant must attend the Indiana State Fair and visit the Hoosier Lottery Town booth located under the Hoosier Lottery Grandstand during the Promotional Period.
      2. Participants can enter by validly purchasing $5 Scratch-off products in increments of ten dollars ($10). For every ten dollar ($10) purchase in any combination of $5 Scratch-off tickets, players will receive a raffle entry ticket to be entered into the 35th Anniversary Happy Hour drawings. Purchases can be made between 5:00 p.m. (ET) – 6:00 p.m. (ET) each night from a Lottery representative. Vending machine purchases are ineligible for entry. 
        1. Eligible games include $5 Lucky Dog, $5 JURASSIC PARK, and $5 Diamond Dash (available 8/5-8/16). 
      3. Players will receive one (1) Happy Hour raffle entry ticket for each ten dollars ($10) in $5 Scratch-off products the player purchases. Players may enter multiple times, but only eligible to win one (1) time throughout the Fair.
      4. Each Happy Hour raffle entry ticket will have a uniquely numbered two (2) part entry with a corresponding number on each portion. The player will keep the player side of the ticket for validation purposes.
      5. To become a participant the player must place the entry portion into the designated drawing device(s) between 5:00 p.m. (ET) and 6:00 p.m. (ET). Each Happy Hour raffle ticket is counted as one (1) entry in a daily drawing. All entries must be deposited into the designated Happy Hour drawing device(s) in Hoosier Lottery Town at the Fair.
      6. Once a raffle entry ticket is drawn, it will not be placed back in the entry/drawing device. 
      7. All raffle entry tickets deposited in the designated Happy Hour drawing device(s) shall become the property of the Lottery. Other forms of entry other than the Happy Hour raffle entry ticket are ineligible for the drawing and will be disqualified and destroyed.
      8. Unselected raffle entry tickets collected during a drawing day will be held for destruction according to Section H of these Official Rules and will not be eligible during subsequent drawing days.

F. ODDS OF WINNING

The odds of being selected as a winner of this Promotion are dependent upon the total number of entries in the Happy Hour drawing device(s).

G. WINNER NOTIFICATION AND CLAIMING OF PRIZE

      1. Drawn raffle entry ticket numbers will be announced via audio system to the assembled spectators, if any. 
      2. Winners must be present to win and will have one (1) minute to present the participant portion of the matching Happy Hour raffle entry ticket and provide a required valid ID for confirmation of age and to verify no previous participation or wins. (Winners who have turned their official ID over to the Indiana State Fair for a scooter rental are eligible to participate in the promotion. The winner must present identification such as a credit card or library card featuring their full name and prove they are 18+ to participate. The winner will have until 7:00 p.m. ET to return to Hoosier Lottery Town and check in with the Site Supervisor with their official valid ID to collect their winnings.)
      3. If winner does not present the participant portion of the drawn raffle entry ticket in the time allotted, the entry will be disqualified, and another raffle entry ticket will be drawn. 
        1. The winner of the second selected entry will have one (1) minute to present the participant portion of the winning raffle entry ticket.
        2. If the winner of the second selected entry does not present the participant side of the winning raffle entry ticket at the designated presentation area within one (1) minute after announcement of the winning number, the entry will again be disqualified, and another raffle entry ticket will be selected from the entry/drawing device. This process will continue until a winner presents a valid participant side of the selected raffle entry ticket or until the time arrives for the next scheduled drawing to occur.
        3. If no winner presents a valid participant side of the selected raffle entry ticket by the time of the next scheduled drawing, the prize shall be forfeited, and the next scheduled drawing will be conducted.
      4. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D (“Eligibility”).
      5. Once Winner Verification and Winner Authorization are complete, and the prize value has been determined, the prize will be provided to the winner on-site at Hoosier Lottery Town. 
      6. Prizes awarded during the Promotion are not transferable or assignable.
      7. Only one (1) prize per raffle entry ticket. If a raffle entry ticket is selected, but not claimed, the entry will be disqualified and not placed back into the entry/drawing device for any future drawings, if any.  
      8. An individual may only win one (1) prize during the entirety of the Promotion. If a person who claims to be a winner does not present a valid ID and/or has already won a prize during the Promotion, the claim will be treated as ineligible and the Lottery will follow the process in item 3 under this Section G of these Official Rules, if time allows. The Lottery Security team and the Drawing Manager will maintain an official log of all winners.
      9. Winner may have to complete the necessary paperwork to claim prize.
      10. A winner may be required to participate in publicity and marketing efforts. Examples include, but are not limited to, an interview with Lottery individuals, television, radio and/or newspaper reporters and/or photographers/videographers. This information may be used in future media, social media, the Lottery’s website, in store POP, or other marketing efforts without additional consent or compensation to the winner.

H. DRAWING PROCEDURES AND WIN ELIGIBILITY

      1. The Site Supervisor will serve as the Drawing Manager and is responsible for coordinating and conducting drawings for the Promotion. The Drawing Manager shall appoint a Drawing Designee (Draw Station Host) for the purpose of drawing entries from the entry/drawing device(s). A Lottery Security representative will assist in conducting the drawing and monitor the entry/drawing device throughout the daily drawings.
      2. The Happy Hour entry/drawing device(s) shall be labeled in a manner indicating that the Happy Hour raffle entry tickets deposited there are for the Happy Hour drawing. Each day of a drawing, the Drawing Manager shall inspect the entry drawing device(s) prior to placing it out for the public to ensure it is empty.
      3. At the specified drawing times as designated by the Drawing Manager, the entry/drawing device shall be placed in a highly visible location. The Lottery Security representative shall ensure the entry/drawing device is empty prior to entries being submitted. If the entry/drawing device cannot hold all Happy Hour raffle entry tickets for a single drawing, the entries shall be separated into similar amounts and preliminary drawings shall be conducted in conformance with these same procedures. All entries shall be placed into the entry/drawing device.
      4. Entries may not be placed into the entry/drawing device while an active drawing is occurring, but entry submission may resume immediately after a selected entry has been claimed and validated.
      5. If technical difficulties occur with the drawing equipment, backup equipment may be used at the discretion of the Drawing Manager and Lottery Security representative.
      6. At the specified draw time a Lottery Security representative will thoroughly mix contents within the entry/drawing device.
      7. The Lottery Security representative shall open the entry/drawing device, allowing the Drawing Designee to select one (1) entry which is handed to the Lottery Security representative.
      8. The entry is verified by Lottery Security and the Drawing Manager to be an eligible raffle entry ticket. 
      9. The verified raffle entry ticket is forwarded to the Draw Station Host who shall announce the selected raffle entry ticket number.
      10. The selected participant shall be verified to be an eligible winner by Lottery Security and the Drawing Manager. To claim a prize, a prospective winner, whose entry was selected to win a prize, must meet all eligibility requirements based upon rules for this Promotion and all other lottery laws and regulations. 
      11. An entry will be disqualified for the following reasons:
        1. The entry was not entered into the drawing by the date and time designated in the Official Rules.
        2. The entry is not the designated official Happy Hour raffle entry ticket.
        3. The winner does not step forward within time allowed. 
        4. The winner does not provide a valid ID, and/or the entry was received from a person not eligible to enter. (Please note the exception listed in G. 2. for winners who have turned their ID over to the Indiana State Fair for a scooter rental.)
        5. Any other reason for disqualification contained in Lottery rules, regulations, or state law.
      12. Lottery Security shall maintain all winning entries and drawn disqualified entries with the drawing report and deliver to Security at Lottery Headquarters. Following the final drawing each day, Lottery Security shall remove all remaining entries from the Happy Hour entry/drawing device and place them in a secure container for storage and transportation to Lottery Headquarters in Indianapolis. All unselected entries shall be held for destruction as described in the State Lottery Commission records retention schedule.

I. GENERAL RULES AND PROVISIONS

      1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice.   
      2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no prize shall be awarded. None of the Lottery, the Executive Director, IGT, Brightstar or any employee of the Lottery, IGT, or Brightstar shall not be liable for any such termination. 
      3. In the case of inclement weather or other cause, the Promotion may be suspended or terminated without advance notice at the Drawing Manager’s discretion. The Drawing Manager, the Lottery, IGT, Brightstar or any employee of the Lottery, IGT, or Brightstar shall not be liable for the delay or termination. If a day’s drawing cannot take place during the times indicated in Sections B, C and E of these Official Rules, the Drawing Manager will determine if the promotion is pushed back or cancelled for that specific day. Should a specific Happy Hour program be cancelled, it will not be made up at a future date and time.
      4. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Disputes related to this Promotion shall be governed by the laws of Indiana.  
      5. The Hoosier Lottery, IGT, Brightstar and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever. 
      6. By participating in the Promotion, all participants agree to indemnify, hold harmless, and waive any claims against the Lottery, IGT, Brightstar or any of their affiliates, associates, directors, officers, agents, representatives, and assigns arising directly or indirectly, out of, or in any way connected with, this Promotion or the prize awarded in connection therewith. 

J. SPONSOR AND ADMINISTRATOR

This Promotion is sponsored and administered by IGT Indiana, LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.
