RULES AND PROCEDURES GOVERNING THE HOOSIER LOTTERY'S myLOTTERY THE MILL PROMOTION

The State Lottery Commission of Indiana ("Hoosier Lottery" or “Lottery”), hereby promulgates these rules and procedures ("Official Rules") governing the Hoosier Lottery's myLOTTERY  The Mill Promotion ("Promotion”) in accordance with 65 IAC 1-7-4.

1. PURPOSE

The Promotion will be held to support the Hoosier Lottery's player program (myLOTTERY) by providing members the opportunity to enter for the chance to win one (1) of three (3) prize packages. Descriptions of the prizes are found below.


2. PROMOTION PERIOD & DRAWING DESCRIPTION

  1. The Promotion period will begin on or about 12:00 a.m. (ET) on Friday, June 2, 2023 and the final entry deadline shall be at 11:59 p.m. (ET) Sunday, October 1, 2023 (the “Promotion Period”). 
  2. One (1) random drawing will be held on or about Tuesday, October 3, 2023 to draw three (3) winners (the “Drawing”). The Drawing will occur at the Hoosier Lottery office located at 1302 N. Meridian Street, Indianapolis, IN 46202.

3. PROMOTION & PRIZE DESCRIPTIONS

  1. The Drawing will be conducted in accordance with all applicable statutes, regulations, rules, and procedures and will occur on or about the following day for the listed prizes:

  2. The myLOTTERY prize packages include:
    • Grand Prize: $200 in Hoosier Lottery tickets, myLOTTERY clip-on Bluetooth speaker ($7.67), myLOTTERY Fun in Sun Kit ($10.71), and a myLOTTERY T-shirt ($8.48). The total value of this prize pack is $226.86.
    • Two (2) Runner-Up Prizes: $100 in Hoosier Lottery tickets, myLOTTERY clip-on Bluetooth speaker ($7.67), myLOTTERY Fun in Sun Kit ($10.71), and a myLOTTERY T-shirt ($8.48). The total value of this prize pack is $126.86.
  3. myLOTTERY prize pack items awarded will be at the discretion of the Hoosier Lottery and are subject to change.
4. ELIGIBILITY  

  1. This Promotion is open to individuals eighteen (18) years of age or older at the time of the entry.
  2. Hoosier Lottery commission members, The Mill employees, officers, and employees, and any relative(s) (spouse, parents, siblings, and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, IGT Indiana, LLC, (“IGT”). 
  3. Board members, directors, officers, or employees of a major procurement vendor of the Hoosier Lottery, IGT, The Mill and any relative(s) (spouse, parents, siblings, and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
  4. No purchase necessary. Void where prohibited.

5. HOW TO PARTICIPATE  

  1. To enter, an entrant must sign up for or verify an existing myLOTTERY account. 
  2. Entrants can enter this Promotion by:
    • Scanning the QR code located on Hoosier Lottery promotional materials (i.e., digital signage at The Mill) and/or following instructions provided on the web page to enter the Promotion.
    • Visiting HoosierLottery.com/TheMill to create or verify a myLOTTERY account.
  3. If an entrant does not have a myLOTTERY account, the entrant must select “CREATE AN ACCOUNT” to register and complete the myLOTTERY account sign up, which is free. 
  4. Entrants must provide their name, email address, phone number, and date of birth. 
  5. An entrant may only enter the Promotion once. Duplicate entries will be removed at the time of the Drawing.
  6. An automated "Thank You" message will notify the entrant of a completed entry into the Promotion. The "Thank You" message is only evidence that an entry has been received and does not indicate that the entry is valid.
  7. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

6. ODDS OF WINNING
The odds of winning a Prize are dependent upon the total number of entries received.

7. DRAWING, WINNER NOTIFICATION AND CLAIMING OF PRIZE

  1. Three (3) winners will be selected in the Drawing (with one (1) Grand Prize Winner and two (2) Runner-Up Prize Winners). These winners will be selected from among all eligible entries received by using a random number generator from random.org under the supervision of a member of the Lottery Security team. The first winner selection will preliminarily be awarded the Grand Prize; the second and third selections will be preliminarily awarded the Runner-Up Prizes. The Runners-Up Prize Winners may only be notified and claim after the Grand Prize has been claimed. Winner selections will be matched to prizes in a descending order as winners are disqualified. (E.g., the second drawn entrant will be the first alternate for the Grand Prize, and so on.) 
  2. During the Drawing, a total of five (5) alternate winners will also be selected by using a random number generator from random.org under the supervision of a member of the Lottery Security team, after all three (3) potential winners for the Drawing have been selected. Alternates will be matched to prizes in a descending order if winners are disqualified or decline the prize. 
  3. The winning entry for the Grand Prize will be notified via email and a phone call using the contact information provided in the winner’s myLOTTERY member account. Upon notification, the winner must claim the prize within seven (7) business days. After seven (7) business days, if the winner fails to complete and return all requested forms and provide proper identification, the winner will automatically forfeit the prize and the next winner/alternate will be contacted using the contact information provided in the winner’s myLOTTERY member account. The next winner/alternate will have seven (7) business days to claim the prize, and so on. 
  4. Once the Grand Prize winner has officially claimed, all Runner-Up Prize Winners will be notified in writing via email and phone call using the contact information provided in the winner’s myLOTTERY member account. The Runner-Up Prize Winners must claim the prize within seven (7) business days. After seven (7) business days, if the winner fails to complete and return all requested forms and provide proper identification, the winner will automatically forfeit the prize and the next alternate will be contacted using the contact information provided in the winner’s myLOTTERY member account. The next alternate will have seven (7) business days to claim the prize, and so on. If all alternates are exhausted, the prize(s) shall be forfeited. 
  5. Winners must submit a valid claim form and provide a valid government ID.
  6. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section 4 (“Eligibility”). 
  7. Once Winner Verification and Winner Authorization are complete, the prize will be provided to Winner. 
  8. If winner is an Indiana resident, prize can be shipped to Indiana address or picked up in person from a Hoosier Lottery Prize Payment Center or The Mill. If winner is not an Indiana resident, prize must be picked up in person from a Hoosier Lottery Prize Payment Center or The Mill.
  9. A prize awarded during this Promotion is not transferable.

8. GENERAL RULES AND PROVISIONS

  1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice.
  2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, IGT, The Mill, or any employee thereof, shall have any liability whatsoever for any such termination.
  3. By participating in the Promotion each entrant agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana. 
  4. In the event of a dispute arising out of these Official Rules, the entrant’s remedy is limited to entry in another promotion with prizes of a similar value.
  5. The Lottery, IGT, The Mill and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
  6. The Lottery and The Mill are not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
  7. Except where prohibited by law, in consideration for being permitted to participate in this Promotion and the opportunity to win the prizes offered in this Promotion, each entrant hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of the entrant’s name, likeness, voice, photograph, performance, personal statements and/or biographical information in any and all advertising, promotions and other publicity conducted by Lottery, IGT and The Mill. 
  8. For the Grand Prize, the Lottery will determine if the prize winner has an outstanding debt to the state, owes delinquent taxes, or is past due on child support pursuant to IC 4-30-11-11. If a debt is discovered, the potential winner will be required to pay the balance prior to the claim deadline. If the potential winner does not pay the outstanding debt, the potential winner will forfeit the prize and an alternate winner will be contacted. 
  9. Federal and state withholding tax will be deposited by the Hoosier Lottery on behalf of a winner when required by the State of Indiana and IRS tax rules. Relevant IRS forms will be provided to winners when required. The Hoosier Lottery advises its customers to consult with a tax professional when preparing taxes. Additional costs, taxes, including state and federal taxes, fees and any expenses associated with the acceptance of a prize are the sole responsibility of the winner, unless otherwise indicated. No substitution, cash equivalent or transfer of prize permitted except at Hoosier Lottery’s option for a prize of comparable or greater value. All expenses not specifically mentioned herein are not included and are solely the winner’s responsibility, including but not limited to, meals, transportation, merchandise, parking, tips and gratuities.
  10. By entering this Promotion, each entrant agrees to follow these Official Rules and forever releases, discharges, and waives any and all claims, liabilities and actions of any kind, howsoever caused or arising and whether by negligence, any intentional act or otherwise, that entrant may have or that may arise against the Lottery, IGT, The Mill and each of their respective parents, subsidiaries, affiliates, and related entities, as well as each of the aforementioned parties’ respective associates, directors, officers, owners, shareholders, partners, members, employees, agents, representatives, successors and assigns (collectively, the “Released Parties”), with respect to or arising directly or indirectly, out of, or in any way connected with, (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion.  By entering, each entrant further agrees to defend, indemnify and hold harmless the Released Parties and their insurers against any and all damages, costs, judgments, and/or expenses (including but not limited to attorneys’ fees and/or other legal fees) they may incur as a result of claims made against them in connection with either (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion.

9. SPONSOR AND ADMINISTRATOR
This Promotion is sponsored and administered by IGT Indiana, LLC on behalf of the State Lottery Commission of Indiana, 1302 N. Meridian Street, Indianapolis, Indiana 46202.
