RULES AND PROCEDURES GOVERNING THE myLOTTERY NASCAR POWERBALL^® - THE CHASE TO $1 MILLION PROMOTION

The State Lottery Commission of Indiana ("Hoosier Lottery" or “Lottery”), hereby promulgates these rules and procedures ("OfficialRules") governing the myLOTTERY NASCAR Powerball^® - The Chase to $1 Million Promotion ("Promotion”) in accordance with 65 IAC 1-7-4. NO PURCHASE NECESSARY. Void where prohibited.

A.    PURPOSE

The Promotion will be held to support the Hoosier Lottery's member program (myLOTTERY) by providing myLOTTERY members the opportunity to enter the Promotion for a chance to be selected as a NASCAR Powerball^® - The Chase to $1 Million national semi-finalist or win one (1) of three (3) VIP Indianapolis Race Weekend Prizes which includes passes to the NASCAR race in Indianapolis.

B. PROMOTION PERIOD & DRAWING DESCRIPTION

1. The Promotion period will begin on or about Thursday, March 19, 2026 at 12:00 a.m. (ET) and the final entry deadline will be Monday, June 15, 2026 at 11:59 p.m. (ET) (the “Promotion Period”). Drawing will be held on or about Wednesday, June 17, 2026.

C. PROMOTION & PRIZE DESCRIPTIONS

1. There will be four (4) total winners for this Promotion. One (1) Grand Prize winner and three (3) secondary winners.
2. The Lottery will select winners (the “Drawing”) in accordance with all applicable statutes, regulations, rules and procedures and will occur on or about the following date:

   1.  The Grand Prize winner’s name and contact information will be sent to MUSL (Multi-State Lottery Association) as a semi-finalist entered into the national NASCAR Powerball – The Chase to $1 Million. On September 27, 2026, MUSL will select twenty (20) semi-finalists to move on in the Promotion. Semi-finalists will continue to be eliminated in a series of MUSL drawings that coincide with final races of the NASCAR^® season to determine four (4) finalists who will win a VIP trip to the NASCAR Cup Series Championship Weekend™ at Homestead-Miami Speedway^®. One (1) of the four (4) finalists will win $1 million in a drawing broadcast live from the NASCAR Cup Series Championship Race™ on November 8, 2026. The Trip Prize description and terms are attached to these Promotion rules.
   2.  Grand prize is subject to additional terms and conditions contained in the NASCAR Powerball – The Chase to $1 Million prize description and prize terms and conditions.
3. myLOTTERY prize pack items awarded will be at the discretion of the Lottery.
4. The winning prize is non-transferable to any other person, including relatives or friends. Winners will be listed at www.HoosierLottery.com/NASCAR.

1. This Promotion is open to legal residents of Indiana who are eighteen (18) years of age or older at time of entry.
2. Lottery members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion. This restriction applies mutatis mutandis to the Lottery's Integrated Service Provider, Brightstar Lottery Indiana LLC ("Brightstar Lottery Indiana LLC").
3. Members, directors, officers, or employees of a major procurement vendor of the Lottery and/or Brightstar Lottery Indiana LLC, and any relative(s) (spouse, parents, siblings, and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
4. Officers, directors, members, managers, employees, contractors, of MUSL, and NASCAR and each of their respective parent, subsidiary, and/or affiliated entities, and the immediate family and/or household members of any of the foregoing are not eligible to participate in this Promotion.
5. Winners and guests of the Indianapolis Race Weekend Prize will be required to sign a release prior to being awarded the Prize. Additionally, any winner and guest who may travel to the Championship Weekend will be required to sign release(s) prior to any travel. 

E. HOW TO ENTER  

1. Entrants can enter the promotion during the Promotion Period by visiting www.HoosierLottery.com/NASCAR to sign in or create a myLOTTERY account, which is free. 
2. Entrants must have a current myLOTTERY account in good standing to enter this Promotion.
3. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the promotion’s web page or at   www.HoosierLottery.com/myLOTTERY to register and complete the myLOTTERY account sign up. 
4. Once the entrant confirms their account on the promotion’s web page, entrants must confirm their name, email address, phone number, and date of birth. Entrant’s name must match the name on their government-issued ID.
5. An entrant may only enter the Promotion once. Duplicate entries will be removed at the time of the Drawing.
6. An automated "Thank You" message will notify the entrant of a completed entry into the Promotion. The "Thank You" message is only evidence that an entry has been received and does not indicate that the entry is valid.
7. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING
The odds of winning a prize are dependent upon the total number of entries received.

G. DRAWING, WINNER NOTIFICATION AND CLAIMING OF PRIZE

1. Four (4) total winners will be selected in the Drawing. Winners will be selected from among all entries received by using a random number generator from random.org under the supervision of a member of the Hoosier Lottery Security team.
2. Eight (8) alternate winners will be selected. 
3. The winners for this Promotion will be notified via email or phone provided from the participant’s myLOTTERY member account. 
4. Entrants must provide a valid government-issued ID.
5. Upon notification, the Grand Prize winner will have five (5) business days to respond and to claim prize. If the Grand Prize winner does not claim their prize within five (5) business days, the next drawn winner will be contacted and so forth until the Grand Prize is claimed. The Grand Prize winner must claim their prize before the remaining three (3) winners are notified. 
6. Once the Grand Prize has been claimed, the next three (3) secondary winners will be contacted. They will have five (5) business days to respond and claim prize. If a selected winner fails to respond within the designated time, an alternate will be contacted. Alternates will have four (4) business days to claim prize. If all alternates are exhausted, the prize(s) will be forfeited.
7. Upon timely presentation of winner information, the entry will be validated, and eligibility will be verified as in Section D outlined above.
8. For winners of more than $599, the Lottery will determine if the prize winner has an outstanding debt to the state, owes delinquent taxes, or is past due on child support pursuant to IC 4-30-11-11. If a debt is discovered, the potential winner will be required to pay the balance prior to the claim deadline. If the potential winner does not pay the outstanding debt the potential winner will forfeit the prize. 
9. If a Hoosier Lottery player wins a VIP Trip to Miami, debts owed to the state may be checked prior to the VIP Trip to Miami, as well as after the VIP Trip to determine if a debt needs to be paid before any prize(s) can be claimed. All claims are subject to Section G(8) of these Official Rules. 
10. Federal and state withholding tax will be deposited by the Hoosier Lottery on behalf of a winner when required by the State of Indiana and IRS tax rules. Relevant IRS forms will be provided to winners when required. The Hoosier Lottery advises winners to consult with a tax professional when preparing taxes. Additional costs, taxes, including state and federal taxes, fees and any expenses associated with the acceptance of a prize are the sole responsibility of the winner, unless otherwise indicated.

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Hoosier Lottery without advance notice.
2. The Lottery's Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director's sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, Brightstar Lottery Indiana LLC, or any employee thereof, shall be liable for such termination.
3. By participating in the Promotion each person agrees to comply with and abide by the laws, rules, and regulations of the State of Indiana as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of the State of Indiana.
4. In the event of a dispute arising out of these Official Rules, the entrant’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery and Brightstar Lottery Indiana LLC are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery and Brightstar Lottery Indiana LLC are not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. Except where prohibited by law, in consideration for being permitted to participate in this Promotion and the opportunity to win the prizes offered in this Promotion, each entrant hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of the entrant’s name, likeness, voice, photograph, performance, personal statements and/or biographical information in any and all advertising, promotions and other publicity conducted by Lottery and Brightstar Lottery Indiana LLC.
8. By entering this Promotion, each entrant agrees to follow these Official Rules and forever releases, discharges, and waives any and all claims, liabilities and actions of any kind, howsoever caused or arising and whether by negligence, any intentional act or otherwise, that entrant may have or that may arise against the Hoosier Lottery, Brightstar Lottery Indiana LLC, as well as each of the aforementioned parties’ respective associates, directors, officers, owners, shareholders, partners, members, employees, agents, representatives, successors and assigns (collectively, the “Released Parties”), with respect to or arising directly or indirectly, out of, or in any way connected with, (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. By entering, each entrant further agrees to defend, indemnify and hold harmless the Released Parties and their insurers against any and all damages, costs, judgments, or expenses (including but not limited to attorneys’ fees or other legal fees) they may incur as a result of claims made against them in connection with either (i) entrant’s participation in this Promotion; or (ii) the receipt or use of the prizes (including but not limited to the substitution or changing of any prizes) awarded in this Promotion. 
9. The Lottery and Brightstar Lottery Indiana LLC will be collecting personal data about entrants online, in accordance with their privacy policies, as posted on https://HoosierLottery.com/privacy-policy and https://www.igt.com/en/privacy-notice. By participating in the Promotion, entrants consent to the Lottery’s and Brightstar Lottery Indiana LLC’s collection and use of their personal information and acknowledge that they have read and accepted the Lottery’s and Brightstar Lottery Indiana LLC’s privacy policies. 
10. NASCAR, LLC is not a sponsor of this Promotion.
