The State Lottery Commission of Indiana (“Lottery” or “Hoosier Lottery”), hereby promulgates these rules and procedures (“Official Rules”) governing the Hoosier Lottery 2023 Holiday Happy Hour (“Promotion”), authorized under 65 IAC 1-7-1. This Promotion is open to players who become eligible for participation by complying with these rules and procedures.

A. PURPOSE

The Promotion will be held to promote Hoosier Lottery’s Holiday games and the Hoosier Lottery app

B. PROMOTION PERIOD

Promotion period will begin on or about 3:00 PM (ET) on Friday, November 24, 2023, and the Promotion entry deadline will be at 7:00 PM (ET) on Friday, December 22, 2023.

C. PROMOTION & PRIZE DESCRIPTIONS

1. The Promotion will be conducted in accordance with all applicable statutes, regulations, and rules and will occur at the following times for the listed Prizes:

D. ELIGIBILITY

1. This Promotion is open to participants who are eighteen (18) years of age or older at the time of entry and must be a myLOTTERY member or create a myLOTTERY account.
2. State Lottery Commission of Indiana members, officers, and employees, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such member, officer, or employee are not eligible to participate in this Promotion.  This restriction applies mutatis mutandis to the Lottery’s Integrated Service Provider, IGT Indiana, LLC, (“IGT”). 
3. Members, directors, officers, or employees of a major procurement vendor of the Hoosier Lottery and/or IGT, and any relative(s) (spouse, parents, siblings and children) and/or person(s) residing in the same household of such persons are not eligible to participate in this Promotion.
4. No purchase necessary. Void where prohibited.

E. HOW TO PARTICIPATE

1. Players must download and/or open the Hoosier Lottery app and sign into their myLOTTERY account.
   1. If an entrant does not have a myLOTTERY account, the entrant can sign up for a free account by selecting “CREATE AN ACCOUNT” on the Promotion’s web page or by visiting www.hoosierlottery.com/mylottery to register and complete the myLOTTERY account sign up. 
2. Players then must navigate to their Newsfeed under the main menu and find the Holiday Happy Hour Newsfeed card and tap to enter. 
   1. Holiday Happy Hour Newsfeed card will only be available during the Holiday Happy Hour promotion timeframes as described in C.1.   
3. The first seven hundred (700) entries during each Holiday Happy Hour promotional timeframe will receive an email with a $1 Scratch-off coupon. 
   1. If coupons are exhausted at time of entry, player will receive an email to try again next time.
   2. Each Holiday Happy Hour timeframe is independent of another. Each entry is specific to that Holiday Happy Hour timeframe.
4. One (1) entry per player per Holiday Happy Hour date.
5. After a player enters by tapping the Newsfeed card, a different Newsfeed card will confirm player’s entry into Holiday Happy Hour. 
6. All entries submitted in the manner as described in these Official Rules will be eligible for an entry in this Promotion. Hand delivered or mailed in entries will not be accepted for this Promotion and will be deemed invalid and destroyed.

F. ODDS OF WINNING

The odds of winning a prize are dependent upon the time in which a myLOTTERY member enters the Promotion and the total number of myLOTTERY members at the time of entry.

G. WINNER NOTIFICATION AND CLAIMING OF PRIZE

1. The winners of this Promotion will automatically receive coupon via the email address associated with player’s myLOTTERY account.
2. Scratch-off coupon may be redeemed at any Hoosier Lottery retailer. 

H. GENERAL RULES AND PROVISIONS

1. The rules and procedures set forth in these Official Rules shall govern this Promotion. These rules may be amended at any time by the Lottery without advance notice. 
2. The Lottery’s Executive Director or her designee may, at any time, announce a suspension or termination of the Promotion, without advance notice and in the Executive Director’s sole discretion, at which point no Prize shall be awarded. None of the Lottery, the Executive Director, IGT, or any employee thereof, shall have any liability whatsoever for any such termination.
3. By participating in the Promotion each person agrees to comply with and abide by Indiana law, rules, and regulations as well as the terms and conditions of the Lottery website and all final decisions, policies, or procedures of the Lottery in relation to the conduct of this Promotion. Any dispute arising which relates to any aspect of this Promotion shall be governed by the laws of Indiana. 
4. In the event of a dispute arising out of these Official Rules, the player’s remedy is limited to entry in another promotion with prizes of a similar value.
5. The Lottery, IGT, and their agents are not responsible for error, omission, interruption, deletion, defect, delay in operations, theft or destruction, unauthorized access to or alterations of the Promotion, failure to receive claim, winner, or other Promotion information for any reason whatsoever.
6. The Lottery is not responsible for issues with account accessibility or Promotion entries due to technical problems associated to software, hardware compatibility or internet access. 
7. By entering this Promotion, each entrant agrees to follow these Official Rules and to indemnify, hold harmless, and waive any claims against the Hoosier Lottery and any of the affiliates, associates, directors, officers, agents, representatives and assigns of the Hoosier Lottery arising directly or indirectly, out of, or in any way connected with, this Promotion or the prizes awarded in connection therewith.
